Job Description Summary:

Under limited supervision, the IT Product Administrator Senior provides responsive system support to distributed business systems professionals, business functional leads, and end users to design and configure enterprise systems, troubleshoot and resolve system issues, configure business process workflows, manage application security, develop analytical reports, and support integrations with other applications and third-party systems. With intermediate proficiency in systems management best practices (e.g., change control), this individual propels forward the City’s overall technology posture ensuring that business and customer needs are properly met through rigorous requirements gathering, testing stewardship, configuration/design proficiency, and production deployment expertise.

INTERNAL SERVICES
The Internal Services IT Product Administrator, Senior is an advanced-level role supporting the City’s critical enterprise technology applications in the human resources, finance, and payroll spaces. The position will be responsible for different applications across those dimensions, including, but not limited to, Workday, OpenGov, TeleStaff, Microsoft Office 365, Laserfiche, ServiceNow, and Gentax.

Job Description:

INTERNAL SERVICES

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • For responsible applications, serves as afunctional “architect,” developing an advanced understanding of how each system functions to support key business processes and requirements

  • Is readily available during critical processing windows (e.g., payroll processing, open enrollment, annual budget cycle, month end, quarter end, year-end) to provide responsive system support (e.g., ad hoc reporting, troubleshooting with vendor support, etc.) for technical issues

  • Leads business counterparts to gather, document, and inventory business requirements as well as assist with prioritizing business-requested projects as part of the overall innovation and technology roadmap

  • Conducts advancedfunctional configuration and business requirements testing to ensure system designs meets business expectations

  • Provides leadership to business functional leadsfor system changes, releases, and other deployments

  • Leads change control activities which plan for and coordinates development, testing, and system release activities in concert with business needs and objectives

  • Develops, tests, and deploys advanced-level reports and analytics for responsible systems

  • Supports testing and troubleshooting of integrations between responsible systems, in-house applications, and third-party vendors

  • Administers security for responsible systems, developing an advancedunderstanding of how system security permeates throughout and impacts:A user27s ability to see and act upon information, constrained permissions derived from organizational placement or other factors, access to initiate, view, and act on business processes, access to execute reports and the data that is surfaced during report execution.

  • Leads business and technical resources to source and transform datasets to and from responsible systems to support the City27s overall data-driven decision-making posture

  • Leads periodic security audits in partnership with business and technical users to ensure conformance to HR, Finance, and IT standards around separation of duties, the principle of least privilege, and ISO/IEC IT security frameworks

  • Promotes and make deployments with significant scope and impact to production environments

  • Conforms to departmental standards and service level agreements (SLAs) around ticket response times

MINIMUM QUALIFICATIONS

PREFERRED QUALIFICATIONS

  • Considerable experience with Workday, OpenGov, TeleStaff, Microsoft Office 365, Laserfiche, ServiceNow, and/orGentax.

  • Considerable experience working in a public sector and/or municipal government setting

  • Considerable experience working in systems support/administration, technology, human resources, finance, payroll, and/or other core business settings

  • Considerable experience writing queries in Structured Query Language (SQL) and/or programs in a procedural query language like PL/SQL or T-SQL

  • Considerable experience with the systems development life cycle (SDLC) and enterprise system management best practices (e.g., change control)

  • Possesses professional certifications relevant to the IT security, data management, human resources, payroll, and/or finance fields (e.g., CISA, PHR/SPHR, CGFM, CPA, etc.)

  • Possesses professional certifications relevant to the Workday, Microsoft Office 365, ServiceNow,OpenGov, TeleStaff, Gentax, and/or similar spaces (e.g., Workday Pro Certifications)

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor27s degree in a relevant discipline (accounting, finance, human resources, business, information systems, technology, or a related field); or an equivalent combination of eight (8) years27 related experience may substitute for the education requirement only

  • Five (5) years27 experience working with administration of Workday, OpenGov, Gentax, TeleStaff, Microsoft Office 365, Service Now, Laserfiche, or similar core business information systems in the ERP, HRIS, technology, and finance spaces

  • Four (4) years27 experience working in or supporting accounting, finance, human resources, payroll, technology, or a related business field

WORKING CONDITIONS AND REQUIREMENTS

  • Physical and mental effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person.Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment.Sufficient personal mobility and physical reflexes, which permits the employee to work in an office setting as well as the ability to walk on uneven surfaces and sometimes difficult terrain. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Upper body strength to lift and carry supplies and equipment.
