Brief Job Description:

This position is open to U.S. Citizens and permanent residents.

This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

The Legislative Support Specialist (Management Analyst V) reports to the director of Strategic Initiatives within the Operational Support division of the Information Technology (IT) office at the Health and Human Services Commission (HHSC).

This position serves as a key lead for coordinating and advancing IT-related legislative activities. Responsibilities include supporting exceptional item development, bill analysis, legislative inquiries, implementation planning, and strategic initiatives. The role requires a highly organized, proactive professional who thrives in a fast-paced environment and can manage multiple competing priorities with minimal supervision.

The ideal candidate brings direct experience working in or alongside the Texas Legislature or in a comparable legislative support role, with a demonstrated ability to navigate legislative processes, timelines, and expectations. Strong writing, coordination, and executive communication skills are essential, as is the ability to work effectively across internal and external stakeholders, such as agency leadership, the HHSC Finance division, HHS Government Relations, and other HHS legislative coordinators.

Essential Job Functions (EJFs):

Leads coordination of IT legislative activities, including bill analysis, fiscal impact development, legislative inquiries, exceptional items, and implementation planning.

Manages legislative tracking and reporting, ensuring timely, accurate responses and visibility into impacts on IT.

Coordinates with program areas, subject matter experts, and leadership to align on inputs, responsibilities, and deliverables.

Oversees progress and accountability across multiple concurrent legislative and strategic initiatives.

Prepares and delivers executive-level briefings, presentations, and written materials.

Identifies and implements process improvements to strengthen legislative coordination and execution.

Provides strategic and operational support to the director of Strategic Initiatives.

  • Knowledge of Texas legislative processes, timelines, and requirements.
  • Knowledge of state government operations and policy development.
  • Skills in written and verbal communication, including preparing executive-level materials.

Initial Screening Criteria:
• Graduation from an accredited four-year college or university; relevant experience may substitute for education on a year-for-year basis.
• Experience with the Texas legislative process.
• Experience coordinating complex projects or initiatives.

Preferred Qualifications:
• Experience working at the Texas Capitol during legislative session or in a legislative support role with similar responsibilities.
• Experience developing bill analyses, fiscal notes, or legislative implementation plans.
• Experience supporting executive leadership in legislative or policy environments.
• Experience with Information Technology and HHSC or large state agency operations is a plus.

Additional Information:

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.

Selected candidate must be willing to commute to the office on the required days.
