Raye IT Consulting is seeking an experienced IT Financial Management Lead (SME) to support a federal client's IT Portfolio Financial Management function. This role leads financial planning, spend plan management, Interagency Agreement (IAA) oversight, and multi-year budget support activities within a complex shared-cost model environment. The ideal candidate brings deep federal IT financial management expertise and the ability to produce high-quality financial reports, metrics, and audit-ready documentation in support of a large-scale IT portfolio.Responsibilities:• Lead IT financial management activities, including spend plan development and execution, obligation tracking, accrual management, and financial workflow oversight across a multi-year budget cycle
• Oversee Interagency Agreement (IAA) lifecycle management - from initiation through execution and closeout - including fund redistribution and reconciliation activities
• Develop and maintain multi-FY spend plans aligned to the client's shared-cost model, tracking commitments, obligations, and accruals across investment portfolios
• Produce Monthly Statistical Reports (MSRs), KPI reports, and operational metrics dashboards to support senior leadership and governance review bodies
• Support financial data calls and ensure timely, accurate updates to the client's financial management database (BOB Financial Database or equivalent)
• Coordinate Working Capital Fund (WCF) processes and cost performance tracking, providing analysis and reporting on budget execution variances
• Prepare audit-ready financial documentation; support internal and external audit activities by compiling, organizing, and validating financial records
• Partner with Budget, Procurement, and Program Management stakeholders to align financial data with portfolio investment plans and governance requirements
• Identify financial risks, discrepancies, and execution gaps; develop corrective action recommendations and communicate findings to client leadership
• Maintain SharePoint-based financial libraries and repositories; ensure document version control and stakeholder accessibility
Qualifications:• 5+ years of federal IT financial management experience, including hands-on responsibility for spend plan management, IAA execution, and multi-year budget support
• Demonstrated expertise in federal financial workflows - obligations, accruals, commitments, redistribution of funds, and financial closeout processes
• Experience producing executive-level financial reports and KPI dashboards in a federal IT environment
• Familiarity with shared-cost budget models in a federal agency context, including Working Capital Fund (WCF) mechanisms and cost allocation methodologies
• Strong analytical and data management skills; ability to reconcile complex financial datasets and identify discrepancies
• Excellent written and verbal communication skills; ability to present financial data clearly to both technical and non-technical stakeholders
• Proficiency in Microsoft Excel (advanced), SharePoint, and federal financial reporting tools
• U.S. Citizenship required; ability to obtain and maintain a federal Public Trust clearance
Desired/highly preferred:• Prior experience supporting USDA Farm Production and Conservation (FPAC) Business Center financial management operations
• Familiarity with FPAC's shared-cost model structure across agency components (FSA, NRCS, RMA, and FPAC-BC)
• Experience with AgMAX 2.0, FFIS, or other USDA-specific financial management systems
• Knowledge of OMB Circular A-11 and federal IT Capital Planning and Investment Control (CPIC) processes as they relate to financial execution
• Experience supporting Investment Review Board (IRB) financial data submissions and budget review coordination
• Certified Government Financial Manager (CGFM) or equivalent federal financial management certification
• PMP or equivalent project management certification
