Job Overview:

Purpose of Job:

Reporting to the VP of IT Strategy and Delivery, the IT Finance Manager is responsible for leading the financial planning, governance, analysis, reporting, vendor and contract financial management, and investment oversight functions across the Information Technology organization. Serving as the primary liaison between IT, Finance, Procurement, and business stakeholders, this role ensures technology investments are aligned with strategic priorities, financially optimized, and governed effectively throughout their lifecycle.

In addition to providing financial leadership, the IT Finance Manager leads and develops a team of IT finance, procurement and vendor management professionals, fostering a culture of accountability, collaboration, continuous improvement, and customer service. The role is accountable for building organizational capabilities in financial planning, technology cost management, vendor management and governance, and investment analysis while enabling the team to deliver accurate insights, sound financial stewardship, and effective support for IT's strategic objectives.

The successful candidate combines strong financial acumen with a deep understanding of IT operations, technology portfolios, software licensing, and enterprise governance practices, while demonstrating exceptional communication, collaboration, relationship-building, and stakeholder management skills.

Key Responsibilities:
  • Financial Planning & Budget Management
    • Own the annual IT budgeting process across all IT functions.
    • Develop and maintain operating expense (OpEx) and capital expenditure (CapEx) budgets.
    • Facilitate long-range financial planning and multi-year technology investment roadmaps.
    • Partner with IT leaders to develop budget assumptions and funding strategies.
    • Monitor actual spending against budget and identify variances.
    • Coordinate month-end and year-end financial close activities for IT.
    • Ensure compliance with capitalization policies and financial controls.
    • Ensure accurate capitalization of eligible project costs.
  • Forecasting & Financial Analysis
    • Develop monthly, quarterly, and annual forecasts.
    • Analyze spending trends and identify risks and opportunities.
    • Prepare executive-level financial reporting packages and presentations.
    • Build financial models supporting technology investments and strategic initiatives.
    • Perform scenario analysis and forecasting for resource, vendor, and project costs.
    • Provide recommendations to optimize IT expenditures and improve financial performance.
  • IT Procurement
    • Lead IT procurement operations from approved demand through purchase order, invoice approval, payment, and financial reconciliation.
    • Establish and enforce purchasing controls, approval requirements, documentation standards, and segregation-of-duties practices.
    • Oversee procurement workflows and transaction processing.
    • Monitor procurement volume, cycle time, exceptions, and team capacity, resolving barriers that could delay vendor orders or payments.
    • Partner with Corporate Procurement, Accounts Payable, Finance, Legal, and IT leaders to improve purchasing efficiency and compliance.
  • Vendor & Contract Financial Management
    • Manage financial oversight of technology vendors and software licensing agreements.
    • Partner with Procurement and Vendor Management teams during contract negotiations and renewals.
    • Monitor software subscriptions, maintenance agreements, and consumption-based services.
    • Identify cost optimization opportunities and vendor consolidation strategies.
    • Track committed versus actual spending across technology suppliers.
  • Chargeback & Cost Allocation Management
    • Manage IT cost allocation, chargeback, and showback models.
    • Support development and administration of technology service costing methodologies.
    • Coordinate allocation and billing processes across business units and shared services.
    • Ensure transparency of IT costs and consumption to business stakeholders.
  • People Leadership
    • Lead, develop, and mentor a team of IT finance and vendor management professionals, fostering a culture of accountability, collaboration, and continuous improvement.
    • Establish performance expectations, provide regular coaching and feedback, and support employee growth through development and succession planning.
    • Prioritize and allocate team resources to effectively support budgeting, forecasting, vendor management, reporting, and strategic investment activities.
    • Build organizational capabilities in financial planning, technology cost management, financial governance, and vendor management practices.
    • Promote strong partnerships across IT, Finance, Procurement, PMO, and business stakeholders to ensure alignment with organizational priorities.
  • Reporting & Executive Communications
    • Prepare monthly technology financial reviews for executive leadership.
    • Develop dashboards, KPIs, and scorecards related to IT financial performance.
    • Present financial results, forecasts, risks, and recommendations to senior leadership.
  • Governance, Compliance & Process Improvement
    • Ensure compliance with corporate financial policies, Sarbanes-Oxley (SOX) controls, and audit requirements.
    • Establish financial governance standards and documentation.
    • Lead continuous improvement initiatives for budgeting, forecasting, reporting, and financial management processes.
    • Maintain financial data integrity across ERP, PPM, and procurement systems.

Qualifications:
  • Education
    • Bachelor's degree in Finance, Accounting, Business Administration, Information Systems, or related field required.
    • MBA, CPA, CMA, or related advanced certification preferred.
  • Experience
    • 7-12 years of progressive experience in financial planning, accounting, IT finance, technology portfolio management, or related disciplines.
    • Experience supporting large enterprise IT organizations preferred.
    • Experience managing both OpEx and CapEx budgets exceeding $50M-$100M+
    • Experience supporting IT project portfolios and technology investment planning.
    • Experience working with Corporate Finance, Procurement, and Executive Leadership.
  • Technical Skills
    • Strong knowledge of budgeting, forecasting, financial modeling, and variance analysis.
    • Understanding of IT cost structures including:

    • Experience with ERP and financial systems (Viewpoint, Oracle, SAP, Workday, etc.).
