Full Job Description
Under direction of the Rates & Cost Recovery, Information Technology Supervisor II (IT Sup II), the Information Technology Specialist I (IT Spec I) performs a wide variety of journey-level information technology functions related to financial systems analysis, cost analysis, forecasting, revenue/expenditure analysis, workload impact analysis, and business and technical process improvement. The IT Spec I provides technical support and serves as a technical resource during the planning, design, testing, and implementation of complex IT projects. Working with technical staff and management, the incumbent analyzes and develops technical recommendations to support rate proposals for existing and new service offerings in accordance with departmental policies and business requirements. The IT Spec I provides technical analysis and consultation to management and program staff to support business and technical solutions. The incumbent reviews technical diagrams and project documentation and analyzes the financial impacts to customers and the California Department of Technology (CDT) to support informed decision-making.

Telework
This position is eligible for a hybrid work schedule within California based on departmental policy and operational needs. The telework policy is subject to change depending on business needs, and/or reporting to the work site may be required with minimal notification given. Pursuant to Executive Order, effective July 1, 2025, employees in this position will be required to report to the work site a minimum of two (2) days per week, increasing to four (4) days per week effective July 1, 2026. The specific on-site days will be determined by the department based on operational requirements.

1. Please describe your experience with IT financial management functions, such as rate development, cost allocation, cost recovery, or billing system operations. In response, include the types of systems or tools you worked with, your role in ensuring accuracy and compliance, and how your work supported organizational decision-making.

2. Please describe your experience with Microsoft Excel (including VBA), Microsoft Power BI, and Microsoft Power Automate. Include what you know how to do and provide examples of how you have used these tools in your previous roles to perform tasks, streamline business processes, perform data analysis and create reports.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Knowledge in SAS tools, TSO, ISPF, JCL, IBM utilities, TSO CLIST, IBM TUAM, TUAM SQL Reporting Server and other data center applications.
• Ability to isolate batch job costs associated with a specific job run i.e. job number and job date, to support the validity and accuracy of CDT's chargeback system.
• Knowledge in the use of a Personal Computer (PC), mainframe environments (zOS/zLinux), PeopleSoft, ServiceNow, FISCal, various software products (MS Word, MS Excel, MS Project, MS PowerBI, and other related applications), and other departmental tools.
• Ability to manage multiple projects effectively in a fast-paced environment where priorities are constantly changing.
• Ability to exercise good judgement and exercise a great deal of initiative.
• Ability to communicate effectively verbally and in writing as appropriate for the needs of the audience.
• Expert knowledge of the departmental rate setting methodology and billing methodology in order to advise and implement new methodologies in support of departmental direction.
• Ability to formulate and recommend policies and procedures
• Ability to understand and analyze performance metrics.
• Ability to perform with a high degree of accuracy necessary to generate accurate invoices and analyses, as the billing and rate setting functions within the department are one of the most specialized and visible customer related functions within the Department.
• Knowledge in the technical understanding and scope to make correct decisions associated with all services, utilization metrics and rates developments.
• Ability to interpret and correct anomalies associated with data collection, billing, expense allocation, and rate setting
