POSITION SUMMARY: The IT Applications Developer II builds and supports the internal applications, integrations, automations, and reports that business units across Vigor Marine Group rely on. Reporting to the IT Delivery and Enablement Manager, the role carries assigned solutions end to end: working directly with business stakeholders to understand operational problems and gather requirements, then designing, building, deploying, and supporting the result, using AI-assisted development as the default accelerator. The emphasis is on work scoped in days or weeks rather than long project cycles. The role also strengthens the team's technical practice through mentorship, reusable patterns, and recommended standards.
ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES: (This list is not intended to detail all aspects of the assigned work but is representative of the job's overall responsibilities.)
Solution Delivery - Design, build, deploy, and support internal applications, integrations, automations, reports, and dashboards for business units across Vigor Marine Group, carrying assigned solutions end to end from requirements through deployment, adoption, and ongoing support.
- Integrate enterprise systems of record through APIs and direct database access, including ERP, HRIS, ticketing, document management, identity, and business intelligence platforms.
- Deliver in increments scoped in days or weeks, deploying through established pipelines and verifying the deployed result rather than relying on local testing alone.
- Ensure data presented to business users is accurate, applying the documented filters, join keys, and definitions for each source system.
- Ensure work products meet Vigor security and compliance requirements, including CUI, ITAR, CMMC, and DFARS obligations where applicable.
Business Partnership and Requirements- Work directly with business unit stakeholders to understand operational challenges, current processes, and desired outcomes.
- Gather and document requirements through interviews, working sessions, and direct observation of the work being supported.
- Translate business needs into scoped, buildable work, and translate technical concepts into terms stakeholders can act on.
- Manage stakeholder relationships for assigned solutions, setting expectations, communicating status, and surfacing misalignment early.
- Track commitments, open requests, decisions, and follow-ups so that business unit needs are not lost between meetings.
- Recommend when an existing platform capability, a configuration change, or a process change is a better answer than new development.
AI-Assisted Development- Use AI coding assistants and related tooling as the default accelerator for development, code review, documentation, and testing.
- Verify AI-generated work products rather than accepting them at face value, applying sound judgment about when these tools help and when they do not.
- Contribute to team practices for the safe use of AI in code production, including prompt patterns, review expectations, and correct handling of sensitive or regulated data, and bring proven new tooling to the team.
- Build AI-enabled capability into internal solutions where it delivers measurable value, held to the same accuracy and compliance standards as any other work product.
Application Support and Sustainment- Maintain and improve applications and integrations already in production, including those inherited from other team members, keeping documentation and runbooks current so they can be operated by others.
- Triage, diagnose, and resolve reported defects and operational issues, addressing root causes rather than applying temporary workarounds.
Technical Mentorship and Team Practice - Provide day-to-day technical mentorship, pairing, and work review for the IT Applications Developer.
- Recommend development standards and reusable patterns that reduce rework across the team, and make design and tradeoff decisions within assigned scope.
- Support the IT Delivery and Enablement Manager with estimation, technical feasibility assessment, and triage of incoming requests.
- Additional tasks and projects as directed by the IT Delivery and Enablement Manager.
KNOWLEDGE SKILLS AND ABILITIES: - Strong development experience in Python or a comparable general-purpose language, including a modern web framework required.
- Strong working knowledge of relational databases, SQL, and data modeling, including reasoning about the accuracy of query results required.
- Demonstrated experience integrating third-party and enterprise systems through REST APIs and direct database access required..
- Demonstrated experience gathering requirements directly from non-technical stakeholders and delivering solutions those stakeholders adopted required..
- Practical experience using AI coding assistants in real development work, including judgment about when they help and when they do not.
- Experience in a DoD-adjacent or regulated environment, including familiarity with CMMC, DFARS 7012, CUI, ITAR, or similar frameworks required.
- Strong written and verbal communication across technical and non-technical audiences, with the organizational discipline to manage concurrent work streams and provide consistent status to stakeholders required.
- Experience with enterprise systems such as ERP, HRIS, or manufacturing platforms, or in shipbuilding, marine, defense, or heavy industry preferred.
- Experience with Microsoft 365, Microsoft Graph, or the Power Platform, with GCC High or other government cloud environments, and with Windows scripting and automation preferred.
- Front-end development capability and back-end framework knowledge sufficient to deliver a usable interface without dedicated design support preferred.
- Experience mentoring or onboarding less-experienced developers.
EDUCATION AND/OR EXPERIENCE:- Bachelor's degree in computer science, information systems, software engineering, or a related field. Equivalent professional experience will be considered
- Three or more years of professional software development, including systems personally built, deployed, and supported in production.

REPORTING RELATIONSHIP: This position reports directly to the IT Delivery and Enablement Manager and provides technical mentorship to the IT Applications Developer. The role partners closely with business unit stakeholders, the IT and Security organizations, IT Operations and End User Support, and the IT Service & Delivery and IT Business Solutions Specialists.
