About this JobThis vacancy is located in the Office of Management & Finance/Information Technology Division and will be filled by promotion only with a current permanent employee of the Department of Insurance. Minimum QualificationsTwo years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in information technology; OR
Six years of full-time work experience in any field plus six years of experience in information technology; OR
An associate's degree in information technology plus six years of experience in information technology; OR
A bachelor's degree plus six years of experience in information; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology; OR
A master's degree plus five years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other InformationJob Duties:At this level, incumbents serve as the Chief Information Officer for an agency with highly complex information technology operations of the largest scope and most critical impact that are outside of the Office of Technology Services. Allocations to this level will be based on a combination of reporting relationships, as well as scope, complexity, and impact of the agency's information technology functions.
Administers information technology activities of significant scale through supervisory relationships over subordinate managerial staff; includes responsibility for personnel management, IT operations, budget, and strategic planning.
Ensures efficiency in operational performance of the division by directing work assignments, mitigating areas of concern, and providing recommendations to the agency executive.
Administers current and long-range information technology programs, plans, and policies.
Assesses the impact of changes in federal, state and local laws on the agency's information technology services; directs staff and shifts resources as necessary to maintain compliance.
Conducts staff meetings and conferences with managerial personnel to discuss operations, organizational concerns, budgetary matters, personnel matters, technical concerns, and the status of programs and projects.
Confers with the agency's executive team to establish priorities for the provision of information technology services that meet the agency's operational needs. Plans for the selection, purchase, delivery, and implementation of information technology resources and services.
May present to legislative committees, as well as to other groups about the agency's information technology functions. Networks with counterparts in other states to stay abreast of industry best practices and trends.
