Work Location: Role is onsite with the POTENTIAL for hybrid work once the resource is well acclimated - ratio of onsite/remote days will be at the manager's discretion.
Candidate location: No South Carolina residency required. Open to nationwide candidates. All travel-related costs for onsite work will be the responsibility of the resource no matter the frequency of onsite work.
Roles & Responsibilities - Lead end-to-end IT project delivery including scope, schedule, budget, resources, risks, issues, and stakeholder management.
- Develop and maintain project artifacts such as project plans, RAID logs, status reports, dashboards, communication plans, and executive updates.
- Manage cross-functional teams, vendors, SMEs, and agency stakeholders.
- Conduct requirements elicitation through interviews, workshops, process mapping, journey mapping, and data analysis.
- Document business, functional, and non-functional requirements, user stories, and acceptance criteria.
- Analyze and redesign business processes; create current-state and future-state workflows and data flows.
- Support solution design, vendor evaluations, procurement activities, UAT, cutover planning, and change management initiatives.
- Ensure compliance with governance, security, records management, and agency policies.
Must Have - Bachelor's degree.
- 7+ years of Project Management experience delivering medium-to-large IT projects.
- 5+ years managing enterprise IT, regulatory, compliance, or large-scale technology initiatives.
- Strong Business Analysis experience including requirements gathering and documentation.
- Experience with process mapping, process redesign, and business process re-engineering.
- Ability to manage multiple concurrent projects and priorities.
- Strong stakeholder, risk, schedule, and resource management skills.
- Experience creating project documentation (Project Plans, RAID Logs, Status Reports, Requirements Documents, etc.).
- Strong communication skills with executives, business users, technical teams, and vendors.
- Ability to work independently in a fast-paced, deadline-driven environment.
Preferred - PMP, PMI-ACP, or equivalent Project Management certification.
- Government, public sector, or highly regulated industry experience.
- Experience supporting procurement activities (RFPs, SOWs, vendor management).
- Experience with change management, user adoption, training, and organizational readiness.
- Experience with enterprise application implementations, digital transformation, or modernization projects.
- Knowledge of solution evaluation, build-vs-buy analysis, and enterprise architecture collaboration.
