The role:

The Delivery & Operations Division Budget Office provides essential financial services that help guide ODOT's budgeting, forecasting, reporting and operational direction. The Interstate Bridge Replacement (IBR) business analysis coordinator opportunity offers employees the chance to apply their financial knowledge while contributing to the IBR Program, a major transportation project between Oregon and Washington. In this role, employees will coordinate budget activities, monitor expenditures, prepare financial reports and provide recommendations that help improve program performance and efficiency. You will partner with teams across ODOT and the Washington State Department of Transportation (WSDOT) and join a collaborative team of coordinators who provide assistance, knowledge and offer backup coverage. A day in the life:
  • Coordinate financial activities and budget planning between the program and ODOT.
  • Monitor spending trends and prepare financial performance reports.
  • Review, document and interpret accounting data to identify financial trends.
  • Develop budget, expenditure and financial reports for internal and external partners.
  • Track and report IBR financial data to program staff and ODOT Financial Services.
  • Participate in cross-functional projects to improve business processes and financial practices.
  • Coordinate audit requests and provide financial documentation as needed.
  • Develop and maintain financial procedures, guidance and budget-related resources.
  • Work in a typical office setting with hybrid work options available and occasional travel required to attend in-person meetings at the IBR office in Vancouver, Washington.

Minimum qualifications:

Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system;

OR

Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information;

OR

Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

Note:
  • A bachelor's degree in business, public or non-profit management, finance, accounting or a related degree (such as public policy, political science, public administration, economics or other analytical or technical degree) may substitute for three years of the required experience.
  • A graduate-level degree in any of the above areas may substitute for four of the five years.

  • Experience in tracking, compiling, and analyzing statistical and financial data using computer software such as SQL Server Reporting Services (SSRS), Power BI, Hyperion, Excel, data warehouse tools and/or Transportation Environment Accounting Management System (TEAMS) or similar financial accounting management system to create executive summaries, reports and graphs that may involve writing complex formulas.
  • Experience in financial counsel and analysis; identifying system, process and complex financial issues and propose effective solutions.
  • Experience in assisting with budget planning, monitoring budgets and coordinating corrections.
  • Experience in managing process controls, including organizational updates, vendor records, expenditure accounts and crew numbers.
  • Experience supporting programs with multi-agency coordination, especially large transportation or infrastructure projects where clear communication, orally and in writing, of technical fiscal information to a diverse group was required.
  • Possess a degree in accounting and/or government accounting experience.
