Full Job Description
You will serve as an International Travel Specialist (Passport Agent) with the Office of the Secretary of Interior. This vacancy announcement is open to employees within the Department of the Interior (DOI), Office of the Secretary (OS), Office of International Affairs (INT) only. Duties This position is located within the Department of the Interior (DOI), Office of the Secretary (OS), Assistant Secretary Insular and International Affairs, Deputy Director International Operations, International Relations Branch, in WASHINGTON, DISTRICT OF COLUMBIA and RESTON, VIRGINIA. At the full performance level (GS-11) the major duties of this position include, but are not limited to the following: - Manage end-to-end official passport and visa operations for Department of the Interior (DOI) travelers, ensuring compliance with State Department, DOI, and foreign government requirements while providing expert guidance and high-quality customer service. - Interpret, draft, and maintain policy, regulatory guidance, training materials, and correspondence related to international travel documentation. Support consistent and compliant processing across the Department. - Safeguard official passports and sensitive personal data through rigorous accountability systems, accurate record-keeping, database management, and secure document handling. - Coordinate, prepare, and process international travel arrangements, including country clearances, DI-1175 submissions, health/visa requirements, ethics compliance, and travel authorizations/vouchers in official travel systems. - Evaluate and enhance travel processes by conducting trend and cost analyses, developing SOPs and job aids, training staff, preparing management reports, and maintaining audit-ready travel documentation. Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. GS-11: $85,447.00 to $111,087.00 2 positions are located in Washington, DC. 3 positions are located in Reston, VA. Requirements Conditions of employment - Must be a U.S. Citizen or National. - Appointment subject to background investigation and favorable adjudication. - Males born after 12-31-59 must be registered for Selective Service. - Direct Deposit participation required. Qualifications All qualifications must be met by the closing date of this announcement - 10/01/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications A, B, or C below: A. GS-11 Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Processing official passport and visa operations, including reviewing applications for accuracy, interpreting complex State Department and foreign government requirements, and ensuring compliance with regulatory criteria. 2. Researching, drafting, and applying policy and guidance to support international travel documentation. 3. Safeguarding controlled documents and personally identifiable information through secure handling, tracking systems, and audit-ready records management practices. 4. Advising travelers on requirements and coordinating routine/complex international travel arrangements. 5. Refining administrative processes for international travel programs. Must Meet All. -OR- B. Education: You may substitute education for experience if you have achieved: - Ph.D. OR equivalent doctoral degree, OR - 3 full academic years of progressively higher-level graduate education leading to such a degree, OR - LL.M., if related. You must include transcripts. -OR- C. Combination of education and experience as listed above. To combine education and experience, first take equivalent combinations of successfully completed graduate level education as a percentage. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include hours per week and transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. Foreign Education: To receive credit for education completed outside the United States, you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
