The International Trade & Border Transportation Branch Manager provides strategic leadership for statewide initiatives that advance freight mobility, international trade, and cross-border transportation. This highly visible role develops partnerships, shapes transportation policy, leads complex planning programs, and collaborates with public and private sector leaders to improve the efficient movement of goods and people. The position serves as a trusted advisor on trade and transportation issues, helping guide investments, planning efforts, and policies that support economic development and strengthen transportation connectivity regionally, nationally, and internationally.

Position Description

Directs and manages a comprehensive international trade and border transportation planning program, including all transportation modes of moving people and goods by establishing and fostering international, bi-national, cross-border, cross-region/state, cross-agency, cross-sector and cross-modal coordination, collaboration, and partnerships to achieve the border-wide trade transportation vision and goals. Ensures that all of the Department's divisions and districts integrate international trade and border transportation considerations into their day-to-day business practices and seeks opportunities to promote synergies with other statewide transportation planning and policy initiatives to fully represent international trade and border transportation interests in statewide long-range transportation planning and local and regional transportation system planning. Work requires contact and coordination with public and private sector trade, logistics, freight, and border stakeholders including bi-national, national, state, local executives, and government officials, academic institutions, and other stakeholders. Reports to the Freight and International Trade Section Director. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.

Essential Duties:

• Directs and manages employees' activities; and monitors and evaluates employees' performance
• Directs and manages all facets of international trade and border transportation program that involves multiple public agencies and private businesses, and ensures these programs are in concert with strategic objectives of the Department, state, and nation
• Directs, coordinates and formulates international trade and border transportation policies and programs to create effective and efficient movement of goods; increasing visibility of international trade and border issues at local, regional, state, multi-state, bi-state, national, bi-national, and international levels
• Develops and implements strategic business and operations plans for the Department's activities for addressing international and bi-national trade, cross-border goods movement, multi-modal trade corridors, etc.
• Advises the Section Director on the development of border and trade related-transportation vision and goals by identifying and understanding emerging trends and technology opportunities
• Advises the Section Director on key events and issues affecting international trade, bi-national trade, cross-border trade transportation, border region's issues and challenges, and trade-related transportation in the state
• Serves as project manager to oversee border and trade-related transportation plans; and studies and identifies research projects, programs, or funding partnerships that enhance cross-border and international goods movement
• Serves as an international trade and border multi-modal transportation planning and programming expert and technical resource and point of contact for the Department, other state agencies, regional and local agencies, districts, and the public
• Analyzes international, bi-national, national, multi-state, bi-state, state, regional, and local transportation modal and logistics systems, transportation, land use and distribution policies; and legislations that affect and advance international trade and transportation issues, cross-border goods movement, and multi-modal trade corridors issues
• Performs other job responsibilities as assigned.

Minimum Qualifications:

Education:

• Bachelor's Degree in a related discipline.
• Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

• 6 years of experience in multi-modal goods movement planning, international trade, or international border-transportation experience
• Experience can be satisfied by full time or prorated part time equivalent
• Related graduate level education may be substituted for experience on a year per year basis.
• Must have three (3) years supervisory/managerial experience. Project leader or lead worker experience may substitute for
  supervisory/managerial experience.

Licenses and Certifications:

Valid driver's license. This position requires driving a state vehicle.

Preferred Qualifications:

Experience leading transportation planning, freight mobility, logistics, international trade, or border transportation programs at the regional, state, national, or international level.

• The relationship of international trade to economic development, transportation, environment, and communities
• Transportation planning, programming, project development, design; and funding processes and mechanisms
• Concepts and practices of international trade, international border, cross-border goods movement, transportation issues, and freight movement

Expert skill in:

• Establishing, building, and maintaining effective relationships with a broad range of stakeholders in order to advance
  international trade, border, and transportation issues; and to foster information exchange

Physical Requirements and Working Conditions:

• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
• Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
• Standing-prolonged periods of time
• Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
