General Information & Responsibilities
The Associate Vice President (AVP) for Adult, Career, and Workforce Programs provides strategic leadership for Black Hawk College's district-wide efforts in non-credit workforce training, adult education (including ESL, high school equivalency, and literacy), and continuing/professional education. In addition, the AVP plays a critical collaborative role in supporting the College's credit-bearing career and technical education (CTE) programs.

The AVP reports directly to the President for all non-credit programs and services, and to the Vice President for Instruction (VPI) on credit-bearing CTE programs, which fall under the VPI's direct oversight. The AVP serves as a key connector across the institution, bridging workforce innovation with academic strategies and external partnerships to ensure alignment with regional labor market demands and the College's mission of access, opportunity, and economic impact.

Description of Duties
DESCRIPTION OF ESSENTIAL DUTIES:
  1. Lead the development and execution of a district-wide strategy for adult education, continuing education, and non-credit workforce programming aligned with institutional goals and community needs.
  2. Oversee non-credit workforce training programs, adult education services (ESL, GED, literacy), and continuing/professional education initiatives.
  3. Support the strategic development and alignment of credit-bearing CTE programs with the Vice President for Instruction and academic leadership on labor market responsiveness, employer engagement, and workforce trends.
  4. Represent the College in regional workforce initiatives and serve as a liaison to employers, workforce boards, and government agencies.
  5. Coordinate with academic deans and department chairs to align non-credit and credit pathways for student success.
  6. Assist with the development of articulation agreements, stackable credentials, and work-based learning experiences that integrate across the instructional spectrum.
  7. Provide input and partnership on curriculum development and program assessment for CTE programs.
  8. Build and maintain strong partnerships with business, industry, K-12 institutions, workforce boards, and community organizations.
  9. Engage with advisory committees and regional economic development entities to inform program design and priorities.
  10. Promote the College's role in talent pipeline development and economic growth.
  11. Develop and manage budgets for non-credit and adult education units.
  12. Identify and pursue grant opportunities and partnerships that support workforce and community education initiatives.
  13. Ensure financial and regulatory compliance across all areas of responsibility.
  14. Supervise directors, department chairs, and staff responsible for non-credit workforce training, adult education, and continuing education.
  15. Under the direction of the Vice President for Instruction, collaborate on the support and supervision of department chairs and instructional leaders responsible for credit-bearing CTE programs.
  16. Foster a culture of excellence, innovation, and continuous improvement.
  17. Support staff development, performance evaluation, and effective team leadership.

DESCRIPTION OF OTHER DUTIES:
  1. Serves as a Campus Security Authority.
  2. Assists academic departments and administration in the development of college publications such as catalogs, fact sheets, and handbooks.
  3. Serves on contract negotiation teams as assigned.
  4. Perform other functions, at the direction of the President and/or Vice President of Instruction, as needed for the benefit of student and the college.

  1. Works directly with the President, Vice President for Instruction, College Administration and the Manager for Grant and Restricted Fund Accounting
  2. Works collaboratively with Advisory committees
  3. Works cooperatively with faculty and staff
  4. Works collaboratively with the Executive Director of Planning & Institutional Effectiveness/HLC Liaison
  5. Works directly with other Deans
  6. Develop coalitions and partnerships with K-12 education schools, 4-year educational institutions and other community colleges.

Education & Experience

  1. Master's degree from an accredited institution required; Doctorate preferred.
