Summary

You will serve as an INTERDISCIPLINARY (ENGINEER/PHYSICAL SCIENTIST / OCEANOGRAPHER / COMPUTER SCIENTIST) serving as the Deputy Technical Director in the OFFICE OF THE TECHNICAL DIRECTOR, NAVAL METEROLOGY AND OCEANOGRAPHY COMMAND of COMNAVMETOCCOM.

Duties

Help

  • You will serve as the primary special advisor to the Technical Director on all complex scientific, engineering, and
    technical matters spanning the Naval Meteorology and Oceanography (METOC) mission space.
  • You will exercise broad interdisciplinary technical oversight over the command's scientific and engineering programs.
  • You will evaluate the technical soundness, feasibility, and scientific rigor of ongoing projects to ensure they meet mission requirements and adhere to rigorous DoD standards.
  • You will represent the command as a senior technical authority in high-level meetings, working groups, and conferences with other defense agencies, academia, and industry partners.
  • You will provide the Technical Director with authoritative, data-driven recommendations for research and development (R and D) investments.
  • You will shape the command's strategic posture by identifying and forecasting long-term technological trends across multiple engineering and scientific disciplines.
  • You will analyze long-term trends in METOC, artificial intelligence, and physical sciences to shape the strategic posture of the command. Guides the evolution of the technical workforce to ensure readiness for next generation warfare requirements.
  • You will perform a full range of first level supervisory responsibilities in, but not limited to Position Management,
    Personnel Management, and Professional Development for a subordinate staff.
  • You will evaluate the performance of subordinates and review evaluations made by subordinate supervisors on
    other employees.
  • You will provide advice, counsel and instruction to employees on work and administrative matters and makes
    decisions on special problems.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Mastery of advanced concepts, theories, and principles in a professional scientific or engineering discipline such as general engineering, physical science, oceanography, or computer science sufficient enough to provide authoritative technical oversight and executive-level advice on a broad and complex range of programs across the Naval Meteorology and Oceanography (METOC) enterprise.
  • Experience displaying a thorough knowledge of the METOC mission, functions, goals, and program.
  • Experience applying knowledge of strategic planning, resource management, and investment principles, including an extensive understanding of the Planning, Programming, Budgeting, and Execution (PPBE) process as it applies to the formulation and management of a large, multi-faceted Research, Development, Test, and Evaluation (RDT&E) portfolio.
  • Experience demonstrating ability to lead and integrate diverse, interdisciplinary technical teams.
  • Experience translating high-level strategic goals into executable technical plans and fostering collaboration between headquarters, subordinate commands, and external partners.
  • Experience utilizing superior skill in oral and written communication, required to present, defend, and negotiate complex scientific, technical, and financial matters with Flag Officers, Senior Executive Service (SES) members, and other senior leaders across the Department of Defense, academia, and international forums.

All Professional Engineering Positions Series, 0800

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. General Physical Science Series, 1301

Basic Requirements:

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics, OR
  2. Combination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.


Oceanography Series, 1360

Individual Occupational Requirements

Basic Requirements:

  1. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

  1. Combination of education and experience course work as shown in A above, plus appropriate experience or additional education.


Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

Computer Science Series 1550

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
