Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

Flexible work hours may be permitted with supervisor approval.

The position exists to coordinate statewide policy implementation and provide guidance and program oversight in all aspects of Intensive Residential Treatment Services (IRTS) and Residential Crisis Stabilization (RCS). This position works within the Complex Services Team as a program resource and subject specialist. The position provides technical assistance and consultative guidance to providers, counties, Tribes, and other interested parties concerning IRTS and RCS. The position analyzes claims data and service utilization, completes program evaluations, monitors quality, and develops recommendations for service delivery improvements.

The position supports the development and ongoing management of IRTS and RCS in close collaboration with the Adult Services Lead and division leadership. The position collaborates with policy specialists, stakeholders, and staff across divisions to establish implementation plans and timelines. The position coordinates provider qualifications and standards for prospective or enrolled IRTS and RCS Medicaid-funded providers.

The incumbent administers IRTS and RCS program activities, including coordinating data for Medicaid rate-setting; reviewing program budgets and expenditure reports; administering grants; providing technical assistance and training; monitoring adherence to federal, state, and program requirements; identifying and reporting fraud, waste, or abuse; and supporting service fidelity. The position is designated as mobile work, requiring statewide travel for on-site program visits, monitoring, and provider collaboration.

The incumbent reports directly to the Residential and Complex Services Supervisor, keeping leadership informed of activities, project milestones, and program outcomes. Work intersects across the Behavioral Health Administration, Health Care Administration, Office of Inspector General, and other department compliance and rate-setting divisions.

Domain of responsibilities include, but not limited to:

• Coordinate state-wide implementation of IRTS and RCS services. This includes prospective and existing providers licensed as a residential facility for adults with mental illness or home and community based residential facility providing RCS services.
• Manage behavioral health IRTS and RCS grants, cost-based rate setting, and provide oversight of associated contracts, budgets, and expenditures. Monitor operations budget of IRTS and RCS grants and all aspects of financial resources regarding grants and cost-based rate setting, including problem solving as necessary. Develop agency deliverables, write work plans, complete contract templates and any needed modifications/amendments. Meet all applicable federal, state, and division requirements.
• Research and make policy recommendations for intensive services to the Behavioral Health Administration. Assist in providing policy and program or service recommendations to interested parties.

Qualifications

Minimum Qualifications

Three (3) years of working experience providing technical assistance for Intensive Residential Treatment Services and/or Residential Crisis Stabilization .

Experience must include:

• Direct work experience providing assessment and evaluation techniques and treatment modules to address mental health and substance use disorders to review and guide the efforts of mental health providers involved in treatment plans.
• Experience collaborating with county, tribal, state, and/or federal governments regardingtreatment services.
• Residential adult mental health Medicaid standards and medical necessity criteria including but not limited to monitoring provider compliance, reviewing documentation, and supporting program integrity.
• Researching and analyzing multiple sources of data to meet compliance standards.
• Must have a valid Minnesota driver's license for statewide travel.

*Bachelor's degree in human services, behavioral health, public health, social sciences or another related field may substitute for one (1) year of work experience.

**Master's degree in human services, behavioral health, public health, social sciences or another related field may substitute for two (2) years of work experience.

Preferred Qualifications

• Variety of working experience working effectively with others from different backgrounds and cultures.
• Advanced skills to author RFPs, grant contracts, policy manuals, legislative summaries, and provider training materials.
• Clinical licensure such as LICSW, LMFT, LPCC, or LP is preferred for reviewing clinical documentation within scope of practice.
• Knowledge of state procurement (OGM), braided funding, and contract lifecycles to manage the $1,000,000 budget, process encumbrances (EIORs), and review cost reports for rate setting.
• Experience synthesizing utilization data, claims metrics, and proposed legislation to identify gaps, prepare fiscal notes, and recommend program improvements.
• Experience utilizing strong communication skills to build relations; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns and simplify technical information for non-specialist understanding.
• Ability to present and facilitate discussions to solicit and explore diverse perspectives.
• Demonstrate a high level of ability to work collaboratively across divisions, administrations, and in partnership with community organizations.
• Experience with federal, state, and county government, laws, rules, regulations, and guidelines regarding Medical Assistance and MinnesotaCare programs related to adult residential programs serving clients with mental health diagnoses.
