The Intellectual Property (IP) Manager and Agreements Specialist conducts specialized Office of Research and Technology Applications (ORTA) activities that support researchers and developers. The position identifies and protects Department of Defense intellectual property, facilitates technology transfer and commercialization, develops and negotiates collaborative agreements, educates stakeholders, and manages program data and reporting requirements

Responsibilities
  • Review medical research proposals, protocols, drawings, findings, and related documents to identify intellectual property requiring protection through patents, trademarks, or copyrights.
  • Work directly with inventors to develop complete invention disclosure packages, clarify contributions, create problem-solution statements, draft abstracts, and submit required invention documentation.
  • Oversee patent submission processing and coordinate with the AMFMCLO/JAZ legal office and external patent attorneys to resolve issues and clarify legal reviews.
  • Assist researchers in protecting DoD intellectual property before public release or publication, and conduct business-unit audits for licensing and IP protection compliance.
  • Develop, negotiate, and execute collaborative research agreements with academia, nonprofit organizations, and industry, including CRADAs, MTAs, MOAs, MOUs, CTAs, PIAs, EPAs, and Joint Ownership Agreements.
  • Collaborate with partnership intermediaries to market DoD patents, support disclosure meetings, and facilitate commercial development and fielded medical capabilities.
  • Establish Patent License Agreements and review commercial licensing agreements to track, report, and manage fees and royalty payments.
  • Perform technology transfer and transition services in accordance with applicable federal, DoD, DHA, and USAF policies and requirements.
  • Develop and deliver training on IP management, patent filing, licensing agreements, royalties, and technology transfer processes.
  • Serve as a primary technology transfer resource and facilitate interactions among the 59th Medical Wing, principal investigators, and external research and development entities.
  • Provide project management support for federal, DoD, and USAF meetings, colloquia, scientific advisory boards, and related events.
  • Manage databases that track patents, agreements, and royalties, and maintain data supporting the Defense Technology Transfer Information System.
  • Capture and present technology transfer metrics, prepare annual reports, respond to higher-headquarters inquiries, and support mandated oversight reporting.
  • Analyze and improve processes, maintain process flowcharts, establish outcome-based metrics, and recommend policy changes that remove barriers to technology transfer
  • Other duties as assigned

 

Qualifications
  • Master’s Degree in medical technology, transfer, transition, and/or commercialization 
  • Minimum five ( 5) years specialized experience in technology transfer, transition, and/or commercialization.
  • Minimum eight (8) years’ experience providing effective technology transfer in support of project activities and objectives for IP protection, patenting, licensing, and business development for commercialization and marketing of finished medical products.
  • Minimum three (3) years analytical market experience identifying trends, patterns, and insights in the medical product industry and new technology development requirements.
  • Demonstrated industry competence and a record of facilitating the planning, design, and development of governing policies and programmatic issues.
  • Successfully pass background and drug screening

 

Preferred Qualifications

 

  • Degrees or certifications in science, engineering, mathematics, legal or patent studies, medical research, or management of science.
  • Professional certification or license relevant to technology transfer, transition, or commercialization within the individual’s state of residency

 

Knowledge, Skills and Abilities

 

  • Comprehensive ability to interpret and provide guidance on DoD, DHA, and USAF technology transfer policies, intellectual property law, royalty rates, and license negotiations.
  • Proficiency with Microsoft Office Professional Suite products and complex computer database systems.
  • Strong independent, customer-oriented initiative and the ability to carry out complex senior-executive tasks without detailed instructions.
  • Ability to anticipate problems, manage multiple priorities, and proactively undertake additional responsibilities.
  • Exceptional oral and written communication skills with clinical inventors, researchers, project managers, legal counsel, industry representatives, and venture capital stakeholders.
