Responsibilities

Overview

Ramos CS, now a part of Colliers Engineering & Design, is actively hiring an Inspector to perform a wide variety of field inspection work on a transit capital program covering rail and bus construction scopes. The Inspector is responsible for the day-to-day field observation of the Contractor's work to verify compliance with the contract documents, plans, specifications, and the applicable Construction Manual. The Inspector progressively monitors materials and methods used, witnesses field testing, and inspects finished products prior to acceptance. The Inspector documents quantities placed, prepares daily inspection reports, and supports the Resident Engineer and Assistant Resident Engineer in administering the construction contract. Additionally, the Inspector proactively identifies field conditions that may require clarification, design adjustment, or a change order and elevates these to the Resident Engineer.

Responsibilities

  • Observes contractor's operations and traffic conditions to support safety of Authority employees, State employees, Contractor employees, and the traveling public; makes recommendations and takes corrective action when necessary.
  • Monitors contractor operations for compliance with OSHA regulations and Authority safety requirements, including work on or adjacent to active transit operations, rail right-of-way, and bus operating environments.
  • Performs daily field inspections of the contractor's work to verify compliance with plans, specifications, special provisions, utility agreements, and approved submittals.
  • Prepares accurate, complete, and timely Inspector Daily Reports (IDRs) documenting weather, manpower, equipment, work activities, locations, materials placed, quantities, testing performed, deficiencies, and discussions held with the contractor.
  • Witnesses and documents field sampling and testing performed by the contractor and independent testing agencies; verifies that materials installed match approved submittals and conform to specifications.
  • Calculates, measures, and documents field quantities for payment purposes and provides supporting documentation to the Office Engineer and Resident Engineer.
  • Records as-built conditions of constructed facilities and red-lines field drawings for incorporation into the project record set.
  • Identifies non-conforming work, documents deficiencies, issues field observation reports, and tracks resolution through correction or formal disposition.
  • Identifies field conditions that may necessitate a Request for Information (RFI), design clarification, or contract change order and elevates these to the Resident Engineer with supporting documentation.
  • Supports the Resident Engineer and Assistant Resident Engineer in administering the construction contract, including documentation of contractor disputes, delays, differing site conditions, and potential claims.
  • Coordinates daily with the contractor's superintendents, foremen, and quality control personnel to maintain awareness of planned work, sequencing, and potential conflicts.
  • Coordinates with transit operations, maintenance, signals, track, and systems disciplines to ensure construction activities are sequenced to minimize impact on active service.
  • Verifies that work performed within or adjacent to the rail right-of-way complies with Authority roadway worker protection requirements, flagging protocols, and track access procedures.
  • Maintains accurate and complete project records and ensures compliance with departmental policies and procedures.
  • Ensures conformance with all Program contract documents.

Qualifications

  • Associate's degree in Construction Management, Civil Engineering Technology, or related technical field; equivalent combination of education and experience may be considered. Bachelor's degree preferred.
  • Approximately 5+ years of construction inspection experience on transit, rail, highway, or heavy civil public works projects.
  • WAQTC, ACI, or equivalent materials testing and inspection certifications preferred.
  • OSHA 30-Hour Construction certification preferred.
  • Experience inspecting work on or adjacent to active transit operations, rail right-of-way, or bus operating environments preferred.
  • Working knowledge of WSDOT Standard Specifications, APWA Standard Specifications, and Sound Transit Design Criteria Manual preferred.
  • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Compensation: $115,000 to $166,400 per year (depending on qualifications)
