About the Position

Dexis is seeking an Infrastructure Subject Matter Expert to integrate engineering and infrastructure expertise into the design, monitoring, assessment, and evaluation of EAP foreign-assistance programs. The specialist will work directly with M&E personnel, EAP program offices, Posts, local experts, and other technical advisors to ensure infrastructure-related evidence and recommendations reflect sound technical practice and operating realities.

The position may support infrastructure project design, construction monitoring, site verification, feasibility studies, situational analysis, cost-benefit analysis, and performance evaluation.

This position is contingent upon award.
Responsibilities
  • Monitor infrastructure projects, including construction progress, material quality, staffing, and compliance with design specifications.
  • Conduct or support infrastructure feasibility studies, situational analyses, cost-benefit analyses, and technical assessments.
  • Integrate infrastructure expertise into program and project designs, logic models, theories of change, results frameworks, and monitoring systems.
  • Develop infrastructure-monitoring tools, site-visit checklists, verification protocols, and observation methodologies.
  • Support in-person, remote, hybrid, and geospatial monitoring and verification.
  • Assess technical, operational, financial, environmental, and implementation risks affecting infrastructure investments.
  • Work with M&E specialists to develop technically appropriate indicators, data sources, evaluation questions, and analytical approaches.
  • Review infrastructure-related deliverables for technical accuracy, methodological rigor, and practical usability.
  • Prepare clear findings and recommendations for EAP leadership, Operating Units, and Posts.
  • Coordinate with engineers, construction managers, implementing partners, local organizations, and Government technical personnel.
Qualifications
  • Bachelor's degree or equivalent and at least seven years of relevant professional experience, or high school diploma and at least 10 years of relevant professional experience.
  • Demonstrated expertise in infrastructure monitoring, construction projects, engineering assessments, or comparable infrastructure-support activities.
  • Strong understanding of MEL principles and their application to infrastructure projects.
  • Proficiency in infrastructure-monitoring and assessment tools and methodologies.
  • Excellent written and oral communication skills in English.
  • Ability to translate technical infrastructure information into actionable findings for decision-makers.
  • Active Secret Clearance.
Preferred Qualifications
  • Professional engineering, construction-management, architecture, or related technical credential.
  • Experience with international infrastructure programming or U.S. Government-funded infrastructure.
  • Experience with energy, transportation, water, telecommunications, public facilities, or other relevant infrastructure sectors.
  • Experience conducting feasibility studies, cost-benefit analyses, construction monitoring, or technical due diligence.
  • Experience in East Asia, Southeast Asia, or Pacific Island countries.
  • Experience with GIS, geotagged evidence, remote verification, or other technology-enabled monitoring approaches.
