Job Summary The Administrator of Infrastructure and Public Works provides executive-level administrative oversight, coordination, and strategic direction for assigned Webb County departments, including Engineering, Road and Bridge, Utilities, and Building Maintenance. The position works collaboratively with the respective Executive Directors and Directors to coordinate departmental operations, capital and infrastructure priorities, budgets, projects, and long-range planning in accordance with the policies, priorities, and direction established by Commissioners Court. The Administrator provides organizational and administrative oversight while supporting the operational, technical, and professional responsibilities of the respective departmental Executive Directors and Directors.
Major Duties - Provides executive-level administrative oversight and coordination of the Engineering, Road and Bridge, Utilities, andBuilding Maintenance departments as may be assigned by Commissioners Court.
- Coordinates with departmental Executive Directors and Directors to establish priorities, goals, timelines, and performance expectations consistent with the direction of Commissioners Court.
- Facilitates coordination among assigned departments on County infrastructure, facilities, utilities, roadway, maintenance, and capital improvement initiatives.
- Provides oversight and coordination of major County capital and infrastructure projects and assists in establishing project priorities, schedules, and resource requirements.
- Monitors the status of major projects and departmental initiatives and provides reports, recommendations, and updates to Commissioners Court and the County Judge, as appropriate.
- Reviews departmental operational and capital needs and works collaboratively with the Budget Office, Auditor's Office, Purchasing Department, and other County offices, as necessary.
- Assists in the development and coordination of departmental budgets, capital improvement plans, long-range infrastructure planning, and resource allocation recommendations.
- Identifies opportunities to improve coordination, efficiency, accountability, and communication among assigned departments.
- Coordinates interdepartmental matters involving infrastructure, facilities, utilities, roads, construction, maintenance, and capital projects.
- Reviews and evaluates administrative processes and recommends changes to organizational structure, staffing, operations, policies, and procedures.
- Assists Commissioners Court in implementing approved initiatives and organizational priorities for assigned departments.
- Coordinates with consultants, engineers, architects, contractors, governmental entities, utilities, and other external parties, as necessary.
- Ensures assigned departments coordinate appropriately regarding applicable County policies, procurement requirements, budgets, contracts, project schedules, and Commissioners Court actions.
- Provides administrative oversight without assuming professional duties that, under applicable law or regulation, must be performed or supervised by a licensed professional.
- Represents Webb County at meetings, conferences, intergovernmental meetings, and other functions, as assigned.
- Performs any other duties as assigned by the Commissioners Court.
Knowledge, Skills, and Abilities- Knowledge of the principles and practices of executive management, public administration, organizational leadership, budgeting, capital planning, project management, and governmental operations.
- Ability to provide administrative oversight of multiple departments while recognizing and maintaining the professional, statutory, technical, and operational responsibilities of individual departmental directors.
- Ability to analyze complex operational, financial, infrastructure, and organizational matters and present recommendations to the Commissioners Court.
- Ability to coordinate multiple major projects and priorities simultaneously.
- Ability to establish and maintain effective working relationships with elected officials, department heads, employees, consultants, contractors, governmental agencies, and members of the public.
- Strong leadership, communication, organizational, analytical, problem-solving, and decision-making skills.
- Ability to communicate effectively both orally and in writing, and to prepare and present reports, recommendations, and other information to the Commissioners Court.
Minimum Qualifications - Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Engineering, Construction Management, Project Management, Architecture, Planning, or a closely related field.
- A minimum of ten (10) years of progressively responsible professional experience in public administration, infrastructure, engineering administration, construction, utilities, facilities, capital projects, public works, or a related field, including at least five (5) years of senior-level management or executive leadership experience.
PREFERRED QUALIFICATIONS- A Professional Engineer (P.E.) license issued by the State of Texas, or eligibility for Texas licensure.
- Project Management Professional (PMP), Certified Construction Manager (CCM), or other relevant professional certification.
Supplemental Information Complexity/Scope of Work- The work consists of varied administrative and supervisory duties. Frequent interruptions add to the position's complexity.
- This position helps the Commissioner administer the office's day-to-day operations. Success in this position contributes to efficient and effective office operations.
