Summary

The position is located within the Office of the Chief Information Officer (OCIO). The incumbent serves as the Chief Technology Officer (CTO), the Agency's principal technical authority responsible for establishing, maintaining, and advancing the enterprise architecture (EA) necessary to support the Agency's mission and strategic objectives. This is a non-supervisory position that provides authoritative enterprise-level guidance, technical leadership, and long-term architectural direction.

As a Information Technology Specialist (ENTARCH) (Chief Technology Officer), GS-2210-15, your typical work assignments may include:

  • Leading the development, maintenance, and implementation of the Agency's enterprise architecture, including target architectures, transition plans, and technology modernization strategies.
  • Advising senior leadership on emerging technologies and providing authoritative recommendations based on Agency needs and federal requirements.
  • Conducting cross-organizational analysis to identify redundancies, modernization needs, shared service opportunities, and enterprise risks.
  • Analyzing the impact of architectural decisions on IT investments, business processes, security posture, and operational performance.
  • Providing technical guidance to IT project teams, architects, and stakeholders to ensure alignment with enterprise standards and modernization goals.

BASIC REQUIREMENT:

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


In addition to the BASIC REQUIREMENT, applicants must also meet the following:

MINIMUM QUALIFICATIONS

Applicants must have one year of specialized experience, equivalent to the GS-14 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Information Technology Specialist (ENTARCH) (Chief Technology Officer) at the GS-15 grade level.

Specialized experience includes:

  • Experience leading enterprise architecture activities, including designing, developing, and implementing enterprise architectures and producing related architectural documentation; and
  • Experience applying IT standards and directives (e.g., NIST guidance) to drive modernization efforts and incorporate those requirements into long-range technical strategies; and
  • Experience providing senior-level technical advice on technology trends, policy impacts, IT investment decisions, cybersecurity considerations, and enterprise risk as they relate to security architecture.
