As a
Information Technology Project Manager, you will:
- Serve as a senior IT PM to Housing and Urban Development (HUD) and OCIO leadership, providing authoritative guidance on enterprise strategy, portfolio integration, and IT investment oversight.
- Represent Office of the Chief Information Officer (OCIO) in executive governance forums and milestone reviews with delegated authority to assess strategic alignment, performance, and compliance with Departmental and Office of Management and Budget (OMB) requirements. Advises senior leaders on cost, risk, schedule, and mission trade-offs, resolve complex cross-organizational issues, and ensures accountability and results across the IT portfolio.
- Direct and integrate multiple concurrent, high-impact IT programs and projects with Department-wide and cross-agency scope, establishing portfolio priorities, sequencing, and interdependencies while balancing enterprise-level risk, cost, schedule, and performance outcomes.
- Responsible for executable tasks that can be directly assigned, measured, and traced to performance elements, governance artifacts, and portfolio needs across Development Modernization and Enhancement (DME) and Operations and Maintenance (O&M).
- Serve as a trusted technical advisor and strategic partner, ensuring that IT investments deliver measurable value, improve operational efficiency, and support the Agency's long-term digital transformation objectives.

Conditions of employmentThe official duty station for this position will be in
Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Specialized Experience: Sp
ecialized Experience for the
GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the
GS-13 grade level in the Federal service. Specialized experience for this position is defined as:
- Experience directing IT programs or projects with enterprise-wide impact, including responsibility for managing scope, schedule, cost, performance, and quality throughout the systems development life-cycle. Experience may include oversight of software development initiatives, cloud service implementations, infrastructure modernization efforts, or enterprise information technology systems; AND
In addition, applicants must demonstrate experience in at least two of the following areas:- Implementing or managing scaled Agile frameworks and practices across multiple teams, projects, or programs, including Agile portfolio management, PI Planning, Agile Release Trains, or related enterprise Agile methodologies; OR
- Managing interdependencies among multiple concurrent IT programs or initiatives, including balancing competing priorities, mitigating risks, allocating resources, and integrating program activities to achieve organizational objectives; OR
- Advising senior executives, governance boards, or organizational leadership on IT investment strategies, enterprise risk, strategic alignment, or technology modernization efforts, including presenting recommendations that informed executive decision-making; OR
- Applying product management and outcome-driven delivery principles, including road-map development, minimum viable product (MVP) strategies, performance metrics, or value delivery approaches to align IT investments with mission or business objectives.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
