The incumbent serves as EPS Division Chief who manages IT operations and security; acts as a senior technical advisor to the CTO, the Executive Director, and other senior manangement officials and works closely with other USG counterparts.

- Manages CTO budget and personnel (full-time employees (FTE)/contractor analysts), ISSOs, cyber engineers, and PMs - overseeing cyber processes and DS systems to reduce risk and meet OMB mandates and FISMA Risk Management Framework requirements.
- Leads strategic planning and oversight for IT resilience, including identifying and protecting critical services, setting recovery targets, designing recovery plans, managing asset inventories, and controlling infrastructure changes.
- Manages FTEs overseeing multi-year budgets, staffing, and contracts for application support, Tier 1-3 Helpdesk, and Cybersecurity/Information System Security operations.
- Manages end-to-end IT services across four branches of government and contractor staff - covering enterprise infrastructure, Tier 1-3, 24/7 help desk, authorization, and continuous monitoring for DS cybersecurity posture (e.g., U, C, SCI).

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-15 grade level must meet the following requirements:Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
ANDHave at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:- Experience managing Bureau-wide cybersecurity operations and enterprise-wide IT modernization strategies to strengthen the security posture of an organization's information systems.
- Experience overseeing teams of large-scale IT contract portfolios and vendors to support organizational goals and mission priorities.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:- Ability to assign, review, and supervise the work of others;
- Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
- Ability to adjust to change, work pressures, or difficult situations without undue stress;
- Willingness to consider new ideas or divergent points of view; and
- Capacity to "see the job through."
