LOCATION: KONA COMMUNITY HOSPITAL | Data Processing

POSITION STATUS: 1.00 | Permanent

SALARY RANGE: BU13 | SR24

SALARY RATE: $74,652 - $106,260(Annual Salary) based on the FTE

SHORTAGE DIFFERENTIAL: $694/month

JOB DUTIES: This position is located in the Information Technology unit, Fiscal Services section of Kona Community Hospital, a 94-bed acute care facility located on the island of Hawaii, serving as the West Hawaii Regional Center, which also includes Kohala Hospital. It is one of nine facilities within the Hawaii Health Systems Corporation. This position must work closely with the IT Manager, IT staff, HHSC Technical Services Director, and users to determine network and PC needs. This position makes recommendations and decisions regarding the design and use of hardware and software for the network, servers, PC's, network operating systems, network applications, desktop operating systems, and desktop applications. This position will also propose and implement cost-efficient and reliable solutions to address business issues and produce desired results, while adhering to departmental and corporate standards. May require standby call and call back duty.

Technical and Operational Support: Provides efficient and reliable technical and operational support and service to the West Hawaii Region facilities and their user departments. Manages and maintains the network and associated equipment to provide services 24 hours, 7 days a week. Consults with local and HHSC corporate network operations staff and service providers in order to facilitate problem resolution within the West Hawaii Region infrastructure, its wide-area networks, and the Internet. Analyzes and when appropriate, collaboratively implements suitable solutions to operational problems.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

EDUCATION: Bachelor's degree from an accredited four (4) year college or university in Computer Science, Telecommunications, or related field.

Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.

SPECIALIZED EXPERIENCE: Three and one-half (39) of progressively responsible work experience in information technology which involved the systems analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment. The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems. Experience in health care setting preferred.

For the IT Specialist IV and higher levels, at least one year of the required specialized experience must have been at the fully competent level comparable to the IT Specialist III level.

For the IT Specialist V level, supervisory aptitude rather than actual supervisory experience may be accepted. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.

CERTIFICATION: MCSE and/or Cisco certification preferred

SUBSTITUTIONS ALLOWED:

  1. Possession of a bachelor's degree from an accredited college or university in computer science or in another major which included completion of course work comparable to a major in computer science may be substituted for six (6) months of the required Specialized Experience.
  2. Partial completion of a master's degree program in computer science from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required specialized experience.
  3. Possession of a master's degree in computer science from an accredited college or university may be substituted for one and one-half (1-1/2) years of the required Specialized Experience.
  4. Possession of a Ph.D in computer science from an accredited college or university may be substituted for two and one-half (2-1/2) years of the required Specialized Experience.
  5. Excess staff specialist and/or supervisory experience of the types and quality described above may be substituted for specialized experience on a year-foryear basis.
  6. Excess technician experience comparable to an Information Technology Support Technician II or higher or comparable positions may be substituted for education on a year for year basis.

QUALITY OF EXPERIENCE: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered.

KNOWLEDGE AND ABILITIES REQUIRED:

KNOWLEDGE OF: Basic mathematics; research methods and techniques; problem solving methods and techniques; report writing.

Knowledge of IT principles, concepts and technical aspects of responsible IT specialty area; use of auxiliary and peripheral IT equipment; functions of various computer operating systems; i.e., computer network, desktop, and/or mainframe and their applications. Incumbents must also possess the ability to learn equipment installation work activities and to document programs, operating instructions and procedures. Understand and apply the fundamentals of assigned IT specialty area(s); understand, interpret and apply technical written materials, laws, rules, policies and procedures to specific issues; evaluate the effectiveness of, or identify the need for appropriate computer programs or information systems.

Principles, and methods to identify, analyze, specify, design and manage functional and infrastructure requirements; planning, organizing, prioritizing and evaluating programs/projects; principles, methods or tools for developing, scheduling, coordinating and managing projects and resources.

ABILITY TO: Gather information from various sources; analyze and evaluate data logically; solve problems and draw logical conclusions; perform work thoroughly with attention to detail; communicate clearly and concisely both orally and in writing; prepare clear, complete and concise reports; and establish and maintain effective work relationships with others.

Make sound and objective decisions; conduct studies of work processes and make sound recommendations; identify, analyze and resolve errors and problems logically and systematically.

Advise others on pertinent technical and/or non-technical matters. Must also have the ability to plan efficient layouts, work flow procedures and processes and then integrate these into a complete data processing systems plan.

Coordinate and manage projects; plan, organize, prioritize, coordinate and evaluate program/projects and the ability to direct the work of others.
