Job Description

Summary
AV Inc. is seeking a Facility Security Officer (FSO) to work in a dynamic high tempo environment delivering Mission First results! This position will manage, administer, and coordinate industrial security programs and other security activities to ensure compliance with government and company security policies and procedures. The FSO will process and review personnel security clearances and maintain all security documentation, files, and clearance and suitability rosters in accordance with government requirements. 


The successful candidate will have an understanding and experience of the NISPOM, ICDs and general security requirements for the Department of Defense and other Federal agencies. Serve as the COMSEC Manager for a small COMSEC account.

Position Responsibilities

  • Maintain all security documentation and files in accordance with Defense Counterintelligence and Security Agency (DCSA) requirements.
  • Maintain Facility Security Clearance (FCL) documentation and submission in accordance with DCSA requirements.
  • Maintain DD-254s including compiling and disseminating sub-DD254s.
  • Manage and maintain documentation to include Standard Practice Procedures (SPP), Standard Operating Procedures (SOP) and Emergency Action Plans
  • Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies
  • Provide and document new employee security briefings, exit interviews and debriefing, investigate and report security violations and incidents.
  • Maintain classified holdings and prepare classified transmittals in accordance with NISPOM guidelines and requirements.
  • Participate and oversee annual refresher training to include preparing necessary documentation in support of the DCSA Security Vulnerability Assessments.
  • Partners with internal and external clients to identify and address escalated contractual, personnel, facility and information security issues in accordance with the NISPOM
  • Provide security support to Human Resources, Contracts, and Proposal teams.
  • Advise personnel of their reporting requirements, both personal/administrative and compliance/incident-related reports.
  • Interpret government policies for the development and implementation of security plans and procedures. 
  • Experience with the classification management process and classification guides associated with DoD and IC information. 
  • Ability to create and use Security Classification Guides
  • Maintain a working relationship with DCSA or other Federal Agencies and each contract's security office.
  • Develop and maintain effective “Document Inventory and Control Program” for management of classified systems, media and documents.
  • Participate in the development and execution of security education programs.
  • Perform daily security activities and enforce government and company security policies.


Basic Qualifications (Required Skills & Experience)

  • Top Secret level security clearance is required; TS/SCI eligibility preferred
  • Experience with ICD705 and secure builds
  • At least 7+ years of relevant experience
  • DCSA Facility Security Officer (FSO) Certification
  • Knowledge of the government security and information assurance processes
  • Experience implementing the NISPOM, DCIDS, ICDs, and Executive Orders, to ensure security compliance
  • Demonstrated ability to provide employees with personnel security guidance, consistent with the 13 adjudicative guidelines, to best assist them managing their clearances
  • Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII)
  • Experience with DISS, NISS, NBIS and eAPP
  • Familiarity with SIMS
  • Ability to communicate effectively with Corporate Executives and high-end government contacts to provide status updates, ensure compliance with NISPOM requirements and provide guidance on security related questions or concerns
  • Excellent oral and written communication skills
  • Exceptional organizational skills

The salary range for this role is:

$80,500 - $114,450
