Full Job Description
The Edmonton Waste Management Centre (EWMC) is seeking a highly skilled and forward-thinking Industrial Controls and Instrumentation Engineer. In this pivotal role, you will be the backbone of our technical operations, driving the delivery of top-tier Control Systems engineering oversight and providing critical technical support to our Operations, Maintenance, and Project teams.

As a leader in our technical ecosystem, you will spearhead the development and management of our comprehensive Industrial Control System (ICS). You will have complete ownership over our data communication networks, Programmable Logic Controller (PLC) networks, SCADA, instrumentation, and core Operational Technology (OT) infrastructure.

What will you do?

  • Analyze, document, and establish long-term requirements for ICS/PLC systems, developing strategic plans to implement new technologies and processes
  • Prepare in-house engineering drawings, construction work packages, and specifications for process instrumentation to support system modifications and capital expansions
  • Develop and modify control logic, programs, and data structures for process control, monitoring, and safety systems
  • Manage patch deployment, system health monitoring, and cybersecurity protocols to protect Operational Technology (OT) assets and data systems
  • Install software/hardware upgrades, administer databases, monitor communication performance, and manage configurations for all ICS components
  • Develop complex, ad-hoc reports and data structures from enterprise applications utilizing Ignition, Python, and SQL
  • Optimize preventive (PM) and predictive (PdM) maintenance strategies, and lead equipment reliability and criticality reviews to minimize downtime
  • Act as the subject matter expert to advise, research, and resolve complex instrumentation, computer-related, and network issues
  • Coordinate instrumentation and controls design work with other engineering disciplines while maintaining communication with Operations, Maintenance, and Planning for plant sustainability
  • Deliver formal and informal end-user training, participate actively as a member of the Process Safety team (OH&S), and assist with operational and capital budget preparation


Qualifications:

  • Bachelor degree in Electrical/Electronics Engineering, Computer Engineering from a recognized university
  • 4 years experience in, ICS, Instrumentation and Control, PLC/SCADA, Networking and servers - preferably in an industrial environment
  • Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
  • Deep understanding of Industrial Control Systems (ICS/SCADA/PLC) and cybersecurity, paired with proven experience designing instrument specifications, control narratives, logic diagrams, and network configurations


Assets:

  • Experience with Safety Critical instrumentation (SCI), Safety Instrument Functions (SIF), Safety Instrumented Systems (SIS)
  • Familiarity with SQL database management and Ignition SCADA software


Skills required for success:

  • Ability to work independently with minimal supervision to drive key deliverables
  • Demonstrated experience managing projects, estimating costs, and preparing operational budgets
  • Proven track record in administering contracts to ensure project alignment and compliance
  • Ability to build and maintain strong business relationships with contractors, consultants, and parts suppliers

Conditions of employment & work environment:

  • Up to: 1 permanent full-time position
  • Hours of work: 36.9 hours per week, Monday - Friday
  • Salary: $94,870.14 - $118,585.27 (Annually)
  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
  • This position is eligible for the EDO program (Earned Day Off)
  • Valid Alberta Class 5 driver's licence (or provincial equivalent)
  • Obtaining and maintaining a City Driver's permit is a requirement of this position
  • Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This will require the applicant to obtain business use auto insurance
