RELOCATION ASSISTANCE: No relocation assistance available CLEARANCE REQUIRED FOR START: No CLEARANCE TYPE: None TRAVEL: Yes, 25% of the Time Northrop Grumman's Corporate Global Business Development Organization is seeking an Industrial Engagement Strategy Manager. The primary location of the position is Falls Church, VA, however, we may consider fully virtual/remote candidates as well. The incumbent will provide leadership in the execution of enterprise industrial cooperation (IC) and offset deliverables by: - Providing enterprise assistance and guidance on the preparation, review, approval, and execution of offset and industrial engagement plans, proposals, transactions, and agreements. - Supporting Business Development capture teams in pursuit of new business. - Identification of offset and industrial engagement strategies, conduct industrial development projects for competitive advantage. - Leading enterprise-wide endeavors to satisfy IC and Offset commitments. - Advise the enterprise of offset and industrial engagement activities. Industrial Engagement and industry teammates: - Act as liaison between Sr Leadership, management and key stakeholders for the planning and resolution of customer issues relating to offset and industrial participation issues. - Work closely with sector functional stakeholders and international program offices to coordinate and plan offset and industrial participation opportunities. - Coordinate with departmental and/or enterprise-wide functional teams to assign and prioritize priorities focused on developing existing products and/or opportunities. - Interpret and administer strategic policies, processes and procedures to support enterprise objectives and goals. - Support sectors with customer contract negotiations. - Develop (with sector and program reps) offset and industrial participation projects and strategy for obtaining recognition for the value and offset credits generated. - Maintain expertise and contacts worldwide for offset and industrial participation policies and practices to advise the enterprise on when and how offset and industrial participation will be required or can be used for competitive advantage. Analysis and Reporting: - Develop and maintain enterprise-level offset and industrial participation policies and procedures. - Develop, socialize, and refine offset credit claim sheets with foreign customer/offset authority in support of sector efforts as necessary. - Develop, submit and manage offset transaction sheets with foreign customer/offset authority in support of sectors as necessary. - Collect and analyze industry teammates and supplier data for offset reporting requirements. - Analyze economic outcomes, recommend approaches based on specific country offset and industrial priorities and partner country regulations. - Oversee application of relevant business winning processes for industry engagement and leads specific areas of business winning improvement activity. Basic Qualifications - Bachelor’s degree with 10+ years of related experience in industrial policy, offsets, or business development. Master’s degree with 8 years of relevant experience; Appropriate combination of education and experience will be considered in lieu of the degree requirements. - Executive level communication and staffing experience specifically with industrial cooperations, strategic development, and marketing programs. - Experience developing executive level briefings, reports, and marketing campaign plans for international customers. - Demonstrates technical expertise and application of program management principles, concepts, and practice as well as program management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones. - Must be able to develop solutions to problems that require coordination of technologies across program requirements. - Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives. - Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required. - Strong interpersonal skills: interfacing with NG industry teammates and suppliers, working alongside multiple departments within NG, and engaging with the international customers. - Demonstrated success by aligning teams and organizations to achieve a common goal and developing deep industrial relationships through understanding and trust. Preferred Qualifications - Master’s in business administration or a related field and thirteen or more years of progressively complex experience in business development and industrial cooperation. - Experience with development of large program controls supporting performance, budget, and schedule development. - Management experience in successful execution of cross-functional projects involving operations, business development, engineering, production, and sustainment within contractual cost, schedule and performance constraints. - Ability to successfully lead and execute project team performance that meets or exceeds customer expectations. - Knowledge of and experience in Foreign Military and Direct Commercial Sales requirements development and contracting processes. - Experience in execution of aviation operations, maintenance repair & overhaul, sustainment and training; experience with FMS government acquisition programs and international programs is desired. - Strong negotiation and conflict/dispute resolution skills - negotiation of collaborative agreements, and customer policy requirements. - Results oriented and independent thinking: analyzing and decision making based on available data. - Attention to detail and complying with government processes and forms. - Articulate writing and research skills. - Proficient in Excel, data management, creating charts and reports. Primary Level Salary Range: $175,400.00 - $263,200.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
