The Prince George's County Office of the State's Attorney is currently seeking qualified applicants to fill a Human Resources Supervisor (Human Resources Analyst 4G), grade G27, in the Human Resources Division.

About the Position
This is supervisory, principal-level professional staff, and administrative work in a personnel program area such as classification and compensation, recruitment and examination, employee and labor relations, training and career development, and/or benefits and retirement. The incumbent in this position will lead a wide range of personnel management responsibilities that support the mission of the office. In this pivotal role, the incumbent will oversee and coordinate all aspects of human administration, including compliance with Personnel Law, develop and monitor policies and procedures, handle conflict resolution, manage recruitment and serve as a trusted advisor to the State's Attorney and other members of upper management. The complexity of the work is marked by duties that involve analyzing data or situations to determine an appropriate course of action within a well-defined and delineated area of concern.

The State's Attorney's Office (SAO) is responsible for serving nearly one million residents of Prince George's County. The SAO's legal department is divided into multiple divisions, each of which has jurisdiction over different facets of criminal law.
Examples of Work
  • Develops and implements human resources policies and procedures, ensuring timely and accurate processing of complex personnel action requests.
  • Develops and implements recruitment strategy for the agency, serving on interview panels and reviewing interview questions
  • Performs classification and compensation work in conjunction with management studies, job analysis, position audits, allocation of positions, salary analysis, and preparation of class specifications.
  • Resolves difficult problems creatively in the areas of classification, compensation, staffing, organizational development, etc.
  • Assists with responding to inquiries from departments and employees regarding record keeping.
  • Manages, coordinates and oversees that all HR personnel actions are entered into the HRIS SAP system (new hire/rehire, separations/ terminations, acting pay/detail)
  • Reviews ADA requests for completion and processing; serve as the organization's ADA liaison
  • Exercises the full range of supervisory duties and responsibilities over subordinate positions as defined in the Personnel Law.

Qualifications
  • Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field.
  • Three (3) years of professional level human resources experience with at least one (1) year in a lead/supervisory role.


Any equivalent combination of relevant training, education and experience may also be considered.

Preferred Qualifications
  • Master's Degree in Human Resources Management or closely related field.
  • Five (S) years of professional level human resources experience with at least one (1) year in a lead/supervisory role.
  • SPHR, SHRM, PHR or equivalent professional certifications is preferred.
  • Experience with HRIS.

General Plan Information:
The Prince George's County benefits plan year is from January 1 to December 31.

A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse.

Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent.

The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).
New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date.

The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire.

After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
