Posting Details

As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrate leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.

Interviews are anticipated to be conducted within two (2) weeks of the closing date.

Why does the job exist?

This position provides management and oversight to the NMDOT's Human Resources operations statewide, supports over twenty-two hundred (2200+) Full Time Employees (FTE). The position also directly supervises five (5) Human Resources staff members within the NMDOT General Office and provides support to over twenty (20+) Human Resources staff across NMDOT's six (6) Districts.

How does it get done?

The HR Operations Manager will provide leadership, oversight, direction, and management of an HR operations office including policy and program development, administration, and maintenance of all human resource functions for all agency employees.

This position is responsible for the direction and administration of agency HR operations, quality assurance and data analytics, as well as the planning, development, delivery, evaluation, and effectiveness of all staff HR training. Incumbent will supervise the transactions/classifications, compensation, position control, applications/recruitment, information/file maintenance and perform multi-facet HR functions for the facility providing support to Human Resources Operations administration.

The HR Operations Manager will also be responsible for conducting research and understanding of best practices, current and emerging trends with personnel management in order to review, approve, and verify requests for reorganization, position reclassification, compensation actions.

The New Mexico Department of Transportation staff including managers/supervisors and District HR Support.

* Providing human resource operations assistance to HR staff and state employees.
* Affective and appropriate decisions and recommendations on all aspects of Human Resources actions.

Minimum Qualification

Bachelor's Degree in any related field and seven (7) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, to include two (2) years of supervisory experience, may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some occasional travel is required for meetings and conferences.
