Summary

This position is located at US Mint, Financial Directorate - Human Capital Division. As a Human Resources Officer, you will administer a comprehensive personnel management program to include wage administration, strategic planning in the areas of recruitment and outreach, organization development, position management, employee/labor relations, development and training, performance management, disputes and technical representation, and interpretation of personnel records and reports.

As a Human Resources Officer, you will:

  • Provide administrative and technical oversight of day-to-day Human Resources operations and ensures consistency and coordination of those activities with other programs within the United States Mint.
  • Provide authoritative advice and innovative direction on all aspects of human resources management, including personnel and administrative management; organization development; position management; strategic planning, especially in the areas of outreach and recruitment strategies; labor and employee relations, and performance management.
  • Serve as a key member of the management team, participating in the development of intermediate and long-range plans to meet the mission of the organization.

  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • May be required to file a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • May be required to undergo an income tax verification.

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience:

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:

- Performing a variety of human resources functions, using concepts, principles, laws, regulations and practices including, but not limited to compensation, performance management, classification, employee/labor relations, employee development, staffing and recruitment, position management; AND

- Developing, interpreting and/or advising senior management on human resources policies and administration; AND

- Providing recommendations and solutions to management officials, along with planning, developing and managing work of subordinates.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-14 you must have been at the GS-13level for 52 weeks.
