A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS. Examples of DutiesUnder the general supervision of the Human Resources Officer III of the Educator Quality Section, the Human Resource Officer II:
1. Assists with the development, implementation, and management of the distribution of Title II A funds in accordance with federal and state fiscal management policies and procedures. Reviews Educator Quality (including Beginning Teacher and Marginal Teacher) data and reports to ensure funding alignment with the state strategic goals for these programs and initiatives.
2. Monitors and audits fund usage to ensure grant compliance and spending in accordance with complex area plans to increase the number of ESSA Hawaii Qualified teachers for the complex area. Assists complex areas with corrective action initiatives based on monitoring findings. Analyzes spending patterns and trend data to recommend improvements to align spending effectively to DOE priorities and strategic goals. Works with EES Human Resources Officer to ensure that use of funds supports marginal teachers.
3. Provides technical assistance and delivers training on the purpose and use of Title II A funds within federal and state policies, procedures, rules, and compliance requirements.
4. Analyzes Title II A funds and assists in reporting expenditures for internal audits, US DOE Annual Survey, and other ad hoc Title II A / Hawaii Qualified Teacher / Educator Quality fiscal reports as required. Assists with granting users system access to eHR for HQ.
5. Performs other related duties as assigned.
Minimum QualificationsEducation: Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in human resource management or management with coursework in human resources administration and industrial relations.
Substitution for Education: Bachelor's degree in any field from an accredited college or university PLUS two (2) years of excess professional work experience which involved responsibility for human resources administration.
Desired Education: Coursework in accounting/finance and organizational studies.
Experience: Four (4) years of responsible professional work experience in one or more areas of human resource management of which one (1) year shall have been in an education program, agency or system.
Desired Experience: Responsible professional work experience in operations research, organization and systems studies and/or management analysis, operations management, institutional analysis, accounting, business management.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge: Human resource administration; leadership and group dynamics; organizational change and effectiveness; labor problems; business statistics; principles and practices pertinent to the area(s) of assignment such as compensation, the staffing process, collective bargaining, and dispute settlement or employee benefits, etc.; laws, rules, regulations, and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Management and organizational behavior; computer-based information systems; operations research; government accounting, including budgetary control, and fund accounting systems and principles; business statistics; Federal Grant Management, Microsoft Office Suite & Google documents; existing DOE Data systems (eHR, eHQ, VAX, PDE3, LearnSoft, eSIS); ESSA requirements and Hawaii Qualified Teacher requirements; Title II laws, policies and procedures; new and emerging federal requirements including allowable use of federal grant funds; State and Federal fiscal management procedure
Ability to: Provide analytical and technical services in human resources management in the area(s) of assignment; communicate effectively with others both orally and in writing; operate computer and other business machines.

Supplemental InformationSALARY RANGE: EOSR-7, $114,820 to $162,535.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $114,820.

However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

- Temporary Disability Insurance: Qualified employees may be eligible to receive benefits for a disability caused by a non-work related injury or illness under this program.
- Social Security: As an employer, the State also contributes to an employee's social security account.
- Workers' Compensation: If an employee is injured while on the job, benefits covering medical expenses and partial wage support may be available through workers' compensation.
- Union & Collective Bargaining: Employees have the right to join the union for collective bargaining with the State and employee representation. Some employee unions provide discounts, insurance and other opportunities.
