TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.

Examples of Duties
Under the general supervision of the Educational Specialist III of theTitle I Section, Office of Strategy, Innovation and Performance, the Educational Specialist II:
1. Supports the administration of the Title I, Part A Program at the State level. Assures that Title I Department and Charter schools receive support and guidance in the appropriate use of Title I, Part A funds. Develops and communicates Title I state guidelines, procedures, and practices related to federal funds. Provides consultation, technical assistance and professional development to support implementation and compliance with the law, rules and regulations and practices related to Title I, Part A.
2. Monitors, assesses, and evaluates program and fiscal implementation at the state, complex area, and school level to ensure compliance and effective implementation of the Title I, Part A program. Coordinates and collaborates with complex area staff to monitor the progress of Title I schools and provide sustained support over time.
3. Provides ongoing and sustained support and training to Program Managers overseeing federal grants throughout the Department. Facilitates the onboarding of new Program Managers by instructing them on Department grant management systems and introducing them to key Department leaders who can assist with their work. Collaborates closely with STB Leaders to coordinate consolidated inter-program events, including consolidated planning and monitoring across the Department.
4. Assumes temporary Program Manager responsibilities for Department programs as required. Manages programs through fiscal and programmatic oversight as necessary. Provides training to federal Program Managers statewide on effective monitoring and on building and sustaining systems to manage federal grants, maximizing benefits for Department students.
5. Negotiates, drafts, and facilitates the approval of contracts, Memoranda of Agreement (MOA), and Memoranda of Understanding (MOU). Prepares program-related reports to ensure compliance with ESEA statute and regulations for submission to the Board of Education, the Legislature, other federal offices, and the U.S. Department of Education on behalf of the State Superintendent.
6. Performs other related duties as assigned.
Minimum Qualifications
Education: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area(s) of assignment.
Education Substitution: Graduation from an accredited college or university with a Bachelor's degree in education and two (2) years experience in educational leadership at the state, district, charter commission, or complex area level.
Desired Education : Degree with specialization in systemic change, school improvement, fiscal management, or school administration.
Experience: Six (6) years of responsible professional work experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
Desired Experience : Preferred Education: Two (2) years of administration at the school, district or state level that involved the supervision of professional personnel. Four (4) years of direct experience implementing school improvement efforts at the school, district or state level, and experience working with schools on state and federal accountability program implementation.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Educational leadership and administration; assessment and evaluation; student support services and programs; principles of research, standards-based education; federal education programs, budget and accounting practices.
Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
Desired Ability to: Provide guidance, supervision, and direction in the areas of assignment; relate and collaborate effectively with others; facilitate and engage others in problem-solving and decision-making processes; effectively work with stakeholders within the Department and the community manage transactions impacting the Department and maintain awareness of developments in curriculum or program areas; plan and conduct professional development activities to reflect the needs of the underachieving disadvantaged learner, lead/assist with school improvement efforts such as conducting a comprehensive needs assessments; negotiate, write and expedite the approval of contracts, MOAs and OUs; and manage all aspects of section administration, including personnel and fiscal matters.
Supplemental Information
SALARY RANGE: EOSR-7, $114,820 to $162,535.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
