JOB SUMMARYManages key Human Resources functions with primary responsibility for Employee Relations, workplace investigations, performance management, and HR compliance for union-represented and non-union employees. Provides leadership and oversight of Payroll and Office Services and supports Labor Relations activities in a collectively bargained environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES- Serve as the senior HR leader in the absence of the Senior Director of Human Resources and handle delegated matters within established authority.
- Model the organization's Core Values of Trust, Integrity, Respect, Teamwork, Empathy, Commitment, Financial Prudence, and Innovation, and promote a culture that is humble, collaborative, accountable, and results-oriented.
- Lead, coach, and develop the Human Resources Payroll Administrator and Human Resources Office Services Coordinator. Set priorities, clarify accountability, review performance, and maintain a cohesive team focused on accurate, timely, and service-oriented results.
- Conduct regular one-on-one meetings with direct reports to communicate priorities, remove barriers, provide feedback, and support professional development.
- Advise leaders on Employee Relations matters involving performance, conduct, policy interpretation, discipline, and separation. Participate in disciplinary meetings, and terminations, escalating the most complex or high-risk matters to the Senior Director of Human Resources.
- Oversee exit interviews, identify themes, and recommend practical retention and employee-experience improvements.
- Administer and interpret HR policies, collective bargaining agreements, and applicable federal and California employment laws.
- Support Labor Relations matters involving union-represented employees, working in partnership with the Senior Director of Human Resources. Develop effective working relationships with union representatives and shop stewards; assist with grievances, disciplinary matters, grievance responses, letters of understanding, and Board of Adjustment proceedings.
- Assess workplace conduct and performance concerns; determine appropriate corrective action; prepare clear disciplinary documentation; and recommend action plans, suspensions, or terminations based on the facts, applicable policies, collective bargaining agreements, and past practice.
- Coach leaders to apply policies, expectations, and corrective action fairly and consistently.
- Develop and deliver practical HR training for leaders, including employee relations, performance management, timekeeping, ADP processes, and management procedures.
- Respond to questions regarding HR policies, procedures, employment practices, and collective bargaining agreement provisions.
- Maintain current knowledge of employment and labor law developments and communicate actionable updates to appropriate stakeholders.
- Conduct impartial workplace investigations, involving employee complaints, policy violations, misconduct, harassment, discrimination, and retaliation; escalate particularly complex or high-risk matters to the Senior Director of Human Resources as appropriate.
- Manages workplace accommodation (ADA, FEHA, Religious, etc.) to include interactive process, determinations, and documentation. Escalates complex decisions to Senior Director of Human Resources.
- Provide management oversight of workplace safety activities, including the Workplace Violence Prevention committee.
- Provide management oversight of Payroll and Office Services operations. Establish priorities, review controls and work product, monitor deadlines, ensure appropriate segregation of duties, and escalate material compliance or accuracy concerns.
- Oversee payroll-related compliance and administration, including retirement plan contributions, ACA reporting, W-2 processing, payroll reconciliations, recurring payroll bills, timekeeping procedures, and audit readiness. The Human Resources Payroll Administrator remains responsible for day-to-day processing.
- Oversee Office Services activities, including access cards, keys, physical access controls, records, facilities coordination, and related standard operating procedures.
- Oversee employee events, recognition initiatives, and culture-building activities in partnership with the Human Resources Office Services Coordinator.
- Champion the mission, vision, Core Values, culture, employee engagement surveys, and action-planning process.
- Performs other duties as assigned.
MINIMUM JOB REQUIREMENTS - Bachelor's degree from an accredited college or university in Human Resources, Business, Labor Relations, or a related field, plus five or more years of progressively responsible Human Resources experience. An equivalent combination of relevant education and experience may be considered.
- Required experience includes Employee Relations to include workplace investigations.
- Prior people-leadership experience is also required.
- Demonstrated ability to advise leaders, prepare defensible documentation, manage sensitive matters with discretion, and balance employee experience with organizational risk and operational needs.
