Full Job Description
Position Summary
Prometheus Federal Services (PFS), a trusted partner to federal health and social services agencies, is seeking an experienced Human Resources Manager to support and oversee key HR operations for our growing organization. This position is responsible for managing day-to-day HR operations and driving people initiatives across a variety of functional areas, including onboarding, offboarding, employee relations, benefits administration, leave management, performance management, and compliance. This role partners closely with leadership to ensure HR programs, policies, and practices align with business objectives while fostering a positive and engaging employee experience. This position reports directly to the Senior Director of Human Resources.
The selected candidate must reside in the U.S. Prefer the candidate to be in the Washington, D.C., metro area.

Essential Duties and Responsibilities
  • Lead and manage day-to-day HR operations, ensuring HR services, processes, communications, and documentations are accurate, timely, compliant, and aligned with organizational needs.
  • Administer and maintain various HR programs and personnel processes, including employee status changes, terminations, orientations, onboarding, offboarding, leave management, workers' compensation, FMLA, and related activities.
  • Ensure compliance with recordkeeping procedures by maintaining personnel files, offer letters, employment agreements, background checks, and other HR documentation in accordance with company policies, applicable laws, and agreements.
  • Inform leadership of any non-compliance and support annual HR compliance requirements.
  • Manage new-employee orientation, onboarding, offboarding, employee relations, counseling, outplacement, and exit process.
  • Provide guidance on employment-related issues, including ADA, FMLA, FLSA, EEO, harassment, discrimination, corrective action, progressive discipline, accommodations, and workplace conduct.
  • Respond to written and verbal inquiries from internal and external stakeholders to resolve issues, provide information, refer matters to the appropriate resources, and recommend or implement appropriate solutions.
  • Partner with leadership to support workforce planning, organizational effectiveness, retention, employee engagement, and culture-building initiatives.
  • Collaborate with the Senior Director of Human Resources to implement and improve HR processes, tools, procedures, and policies, ensuring consistent application of best practices across the organization.
  • Performs other duties as required and assigned.
Minimum Qualifications
  • Bachelor's degree in HR or related field.
  • 10+ years of Human Resources experience.
  • HR certification (e.g., PHR) is preferred.
  • Strong knowledge of HR operations, employee relations, compliance, performance, benefits, leave administration, and HR policy implementation.
  • Demonstrated ability to advise managers, resolve employee relations matters, conduct workplace investigations, and apply sound judgment in sensitive situations.
  • Ability to act with integrity, professionalism, fairness, confidentiality, and sound ethical judgment.
  • Good analytical and problem-solving skills.
  • Excellent oral, written, and interpersonal communication skills.
  • Strong organizational skills, attention to detail, and ability to manage multiple priorities, deadlines, and confidential matters with discretion.
  • Strong business acumen and the ability to understand business strategy and goals.
  • Strong proficiency with Microsoft Office and ADP Workforce Now, and the ability to quickly learn and adapt to new applicant tracking systems.
  • Ability to work independently and with a team.
  • Ability to work in the U.S. without sponsorship indefinitely.

PFS benefits and compensation are determined by various factors, including, but not limited to, location; the individual's particular combination of education, knowledge, skills, competencies, and experience; as well as contract and organizational requirements.
Salary Range $95,000 - $120,000
