The Cy-Fair Fire Department is seeking a knowledgeable, service-oriented, and dependable Human Resources Manager to lead day-to-day human resources operations under the direction of the Human Resources Director. This position plays a vital role in ensuring HR services, employee support, compliance activities, records management, and personnel workflows are carried out accurately, timely, consistently, and in accordance with Department standards.

The Human Resources Manager provides operational leadership for the Human Resources Division and is responsible for directing, coordinating, and overseeing the work of the Human Resources Generalist and Human Resources Specialist. This position serves as the primary internal authority for routine HR operations and supports employee relations, performance management, leave administration, benefits-related coordination, compliance tracking, HRIS support, reporting, audits, and employee lifecycle processes. The Human Resources Manager is classified as a full-time salaried exempt position.

Salary:

Human Resources Manager: $115,000-$125,000 annually, commensurate with qualifications and experience

Compensation and benefits are determined by Harris County ESD No. 9 Commissioners and the Cy-Fair Fire Department.

Schedule:

40-hour work week, Monday-Friday, with potential to remain on duty beyond scheduled hours including evenings and weekends, and emergency response requirements as needed.

Annual Leave:

80 Hours Vacation* /80 Hours Sick / 80 Hours Holiday

*Vacation accrual increases based on years of service.

Retirement:

TCDRS 7% employee contribution, 14% employer contribution

457B Voluntary retirement account, Department contribution matches up to 3%

Essential Job Functions

Performs all work duties and activities in accordance with Department Standard Operating Guidelines, including Bulletins, Memos, Safety Guidelines, Personnel Handbook, and Chief's Orders.

Key Responsibilities:
  • Lead day-to-day Human Resources operations under the direction of the Human Resources Director.
  • Supervise and coordinate the work of the Human Resources Generalist and Human Resources Specialist to ensure accurate, timely, and consistent completion of assigned workflows and responsibilities.
  • Assign priorities, monitor workload, review work quality, and provide guidance regarding HR processes, documentation standards, and service expectations.
  • Advise supervisors and employees regarding routine and moderately complex HR matters, including employee relations concerns, documentation requirements, performance management processes, leave administration coordination, and established Department procedures.
  • Support employee relations processes by reviewing concerns, gathering and assessing documentation, coordinating meetings, facilitating investigative steps, and maintaining organized case records.
  • Oversee personnel action workflows to ensure employee status changes, onboarding, separations, leave-related actions, payroll-related updates, and benefits-related updates are routed accurately and timely.
  • Support oversight of HRIS, records management, compliance tracking, and assigned HR reports to ensure accuracy, consistency, and data integrity.
  • Coordinate compliance reviews, audits, and reporting activities by directing staff, gathering records, verifying documentation, and preparing assigned reports as directed.
  • Coordinate with vendors, brokers, carriers, risk-related partners, and Department representatives regarding routine operational matters related to benefits, leave support, Workers' Compensation coordination, and HR processes.
  • Support workplace safety, return-to-work, employee wellness, engagement, training, and related HR initiatives in coordination with the Human Resources Director and other Department stakeholders.
  • Prepare and present routine reports, summaries, and workforce information as directed.
  • Answer routine and moderately complex employee questions and provide general guidance on established HR processes, while escalating complex or sensitive matters to the Human Resources Director.
  • Support maintenance of accurate personnel documentation, workflow tracking, internal controls, and HR operational standards.
  • Perform required duties under the Department's disaster response plan.
  • Perform additional duties as assigned.

Qualifications:
  • Any combination of education and experience that would likely provide the required knowledge, skills, and abilities may be considered.
  • Bachelor's degree or equivalent from an accredited college or university with a major in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field is preferred.
  • Seven (7) or more years of progressively responsible experience in Human Resources, employee relations, leave administration, Workers' Compensation support, compliance, or related HR operations is preferred.
  • Experience applying federal and state employment laws and regulations in the workplace is preferred.
  • Experience in the public sector, public safety, or government organizations is preferred.

Certifications:
  • Valid Texas driver's license with an acceptable driving record.
  • Current American Heart Association CPR certification or the ability to obtain within 30 days of hire.
  • Complete NIMS ICS-100, ICS-200, ICS-300, ICS-400, ICS-700, and ICS-800.
  • SHRM-CP, SHRM-SCP, PHR, SPHR, PSHRA/IPMA-CP, or similar HR certification is preferred, or the ability to obtain certification if required by the Department.

  • Knowledge of human resources management functions and procedures related to recruitment, onboarding, employee relations, performance management, leave administration, benefits administration, records management, compliance, and general HR operations.
  • Knowledge of applicable federal, state, and local employment laws and regulations, including FMLA, ADA, FLSA, EEOC requirements, Workers' Compensation, and related public sector employment practices.
  • Knowledge of HRIS workflow support, records management, compliance tracking, reporting, and standard business software applications.

  • Ability to establish and maintain effective working relationships with employees, supervisors, applicants, vendors, brokers, carriers, and others contacted in the course of work.

Work Environment & Physical Requirements:
  • Duties are primarily performed in an office environment with frequent interaction with employees, supervisors, applicants, vendors, and Department representatives.
  • Prolonged periods of sitting or standing may be required.
  • Requires entering text or data into a computer using a traditional keyboard.
  • Requires reaching at or below the shoulder, crouching, and climbing to stool level as needed.
  • Must be able to lift up to 15 pounds.
  • May be required to work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person.
  • May be required to respond after normal business hours, including evenings, weekends, and emergency situations.
  • Ability to maintain the physical and mental fitness necessary to safely perform assigned duties.
