SUMMARY: The Human Resources Manager is responsible for leading and managing the HR function for a 100+ employee organization consisting of both union and non-union employees. As a department of one, this role provides comprehensive HR support across the full employee lifecycle-from recruiting and onboarding to employee relations, benefits, leaves of absence, compliance, and offboarding.
The HR Manager serves as a tactical partner to the Leadership Team and supports the Executive Leadership Team to the level of their capabilities, leveraging external employment counsel or HR consultants for complex or high-risk matters. This role collaborates closely with the Safety department to ensure training, compliance, and incident follow-through, while safety claims and reporting are handled by an external Safety support service. The HR Manager provides direction to the Office Administrator for office operations, employee engagement support, facilities-related needs, and HR administrative tasks.
ESSENTIAL DUTIES AND RESPONSIBILITIES:General HR Leadership - Lead and manage all daily HR operations as a department of one, ensuring timely, accurate, and professional HR support across the organization.
- Serve as a trusted partner to leadership, offering guidance on HR best practices, workforce planning, employee development, and organizational improvement.
- Act as the primary HR advisor for managers and employees; escalate complex matters to external HR consultants or legal counsel as needed.
- Maintain and update HR policies, employee handbook, and internal procedures to ensure compliance and alignment with company values.
Talent Acquisition & Onboarding- Manage full-cycle recruiting for all corporate positions.
- Develop job descriptions and maintain the job description library.
- Coordinate onboarding and orientation of all union and non-union employees to ensure a positive and effective new hire experience.
- Represent the company at career fairs and networking events as needed.
- Partner with Marketing department on employer branding efforts
Employee Relations & Culture- Provide coaching and support to managers on performance management, conflict resolution, and employee development.
- Help maintain a positive work environment, ensuring fair and consistent policy application.
- Oversee employee engagement programs, recognition initiatives, and internal communication.
Benefits, HRIS, & Leaves of Absence- Administer employee benefits and communicate plan information.
- Serve as the HR Software administrator, ensuring accurate data, reporting, and workflows.
- Manage all leaves of absence (FMLA, CFRA, PDL, ADA, WC coordination).
Compliance & Union Support- Ensure compliance with federal, state, and local employment laws.
- Support union-related activities, labor communication, and CBA interpretation as needed.
- Maintain required HR compliance files, reports, and records.
Safety Collaboration- Partner with Safety support services for training and compliance.
- Ensure follow-through on WC matters and safety-related documentation.
Office Administrator Oversight- Provide direction to the Office Administrator for facilities, engagement events, and HR administrative work.
- Ensure employees receive effective office and administrative support.
Other Duties- Support special projects, process improvement initiatives, and organizational changes.
- Perform additional duties as assigned.
SUPERVISORY REPSONSIBILITIES:- Provides daily direction to the Office Administrator.
- May oversee temporary or contract HR support.
EXPERIENCE AND EDUCATION: - Bachelor's degree preferred; HR certification desirable.
- 5+ years of progressive HR experience, including generalist or HR management experience.
- Experience supporting union and non-union groups strongly preferred.
KNOWLEDGE AND ABILITIES: - Strong understanding of full lifecycle HR, compliance, employee relations.

The starting salary for this opportunity range is listed. Other rewards may include annual bonus eligibility, which is based on company and individual performance, short- and long-term incentives, and program-specific awards.
