The Eastern Ontario Regional Laboratory Association (EORLA) is seeking a passionate and strategic Human Resources and Labour Relations Business Partner to help shape an exceptional employee experience and foster a positive, high-performing workplace culture across our organization. In this influential role, you will serve as a trusted advisor to operational leaders, partnering closely with management to align people strategies with business priorities and organizational goals. You will leverage your expertise to provide proactive HR and labour relations guidance, helping leaders navigate complex workforce challenges while building engaged, resilient, and high-performing teams. As a key member of the Human Resources team, you will design, implement, and support innovative people solutions across a broad range of HR and labour relations functions, including performance management, talent development, organizational effectiveness, workforce planning, recruitment, compensation, health and safety, organizational design, collective bargaining, and the interpretation and application of collective agreements. What does the HR&LR Business Partner do?
As a trusted advisor to leaders across EORLA, the HR & Labour Relations Business Partner plays a key role in shaping organizational effectiveness, supporting leaders through change, and fostering a positive and productive workplace culture. Key responsibilities include:
• Partnering with operational leaders to provide strategic HR and labour relations guidance, expert advice, and practical solutions to complex workforce matters.
• Collaborating with leaders to identify priorities, align people strategies with operational goals, and support organizational success.
• Leading the design, implementation, and continuous improvement of HR programs, policies, and initiatives that enhance the employee experience.
• Leveraging workforce and labour relations data to identify trends, measure outcomes, and inform evidence-based decision-making.
• Leading organizational development, change management, and transformation initiatives that support growth and innovation.
• Providing expert leadership and guidance on complex labour relations matters, including grievances, arbitration, conciliation, and other dispute resolution processes.
• Assessing organizational health and workplace effectiveness, identifying opportunities for improvement, and developing action plans that drive meaningful results.
• Conducting and leading workplace investigations related to employee relations matters, including workplace conduct and respectful workplace concerns.
• Building and maintaining productive relationships with union representatives to proactively address issues and foster collaborative labour-management partnerships.
• Leading collective bargaining activities and representing the organization on labour-management committees, working groups, and other strategic forums.
• Ensuring organizational compliance with employment legislation, collective agreements, organizational policies, and best practices.
• Providing strategic oversight and support for talent acquisition activities, with a particular focus on leadership and specialized positions.
• Identifying organizational learning and development needs and implementing effective training solutions, including program design, facilitation, and vendor management.
• Supporting organization-wide performance management and compensation programs that promote employee growth, engagement, and accountability.
• Serving as a senior HR advisor to committees, project teams, and leadership groups, providing guidance on people-related strategies and decisions.

Rotation/Shifts

Days, 8-hour shifts. For information purposes only - EORLA reserves the right to change.

Basic Requirements
• Completion of a university degree in labour or industrial relations, human resources, business or law;
• Minimum of seven years of previous experience in human resources with at least three years in a labour relations role;
• Broad knowledge of a range of labour relations and human resources program design, delivery, assessment, and evaluation methodologies, processes, and practices;
• Strong knowledge and experience with collective agreements and relevant governing legislation, policies, procedures, and processes (human rights, labour, privacy, employment);
• Advanced experience with change management, project management and leadership development;
• Proven ability to build and sustain relationships with internal and external stakeholders;
• Excellent written and oral communication skills with the ability to engage, influence others and build consensus;
• Skilled presenter with advanced facilitation and negotiation skills;
• Sound problem solving and conflict resolution skills;
• Demonstrated organizational skills with the ability to work effectively in a small team environment and autonomously;
• Experienced with managing tight deadlines and multiple priorities;
• Ability to exercise sound judgement, tact, and a high degree of confidentiality;
• Proficiency with Microsoft Office suite and Human Resources Information Systems (HRIS);
• Must have a valid driver's license and vehicle as some travel between laboratory sites is required.

As a pre-condition of employment, all new EORLA employees will be required to obtain and provide a satisfactory Criminal Records Check dated within six (6) months from the date of issue.

Preferred Qualifications
• Bilingual (French and English) is highly desirable;
• Previous experience in a Healthcare or Laboratory environment is considered an asset;
• Master's degree in labour or industrial relations, human resources, business or law is considered an asset;
• CHRP/CHRL designation is considered an asset.
