Open Until Filled, initial screening 8/11/25 Under general supervision of the Human Resources Manager, performs a variety of routine to difficult administrative duties and departmental support within the Human Resources department. This position performs a variety of tasks in the Human Resources department including; answers questions regarding legal requirements, recruitments and classifications, human resources policies, procedures, employee benefit offerings, etc. Supports the City by implementing and/or administering various programs and functions of the department. Assists in creation and maintenance of department forms and documents.
This position provides professional, technical, and administrative support related to all programs and activities of the City's Human Resources function. Manages the effective use of resources to improve organizational productivity and customer service; provides support in areas of expertise; participates in and coordinates some of the City's risk management activities and special projects; and performs related work as required.
Handles basic issues and problems, while referring more complex issues to the Manager. This is an experienced level classification that possesses working knowledge of Human Resources subject matter. Assists Manager as needed with employee relations, recruitments, job analysis and classification, compensation, benefits administration, survey compilation, HRIS and workers' compensation. Successful performance requires a professional Human Resources and administrative support background as well as skill in executing departmental work.

- Executes daily operations and activities in Human Resources including maintaining the HRIS, customer service, benefits administration, records management, trainings, etc.
- Processes HR data and changes in the payroll system, compiles reports for distribution.
- Assists with all areas of recruitment utilizing the NeoGov applicant tracking system, prepares onboarding documentation and conducts portions of new hire orientation.
- Coordinates employee benefit plans; responds to inquiries, facilitates annual open enrollment activities, interacts with benefits vendors. Processes benefits enrollment and change; generates 1095-C's, audits monthly invoices and processes for payment.
- References, interprets, and makes recommendations to management in accordance with City's Policy & Procedure Manual and MOUs on employee-related issues.
- Responds to Human Resources related requests for information or assistance from employees, supervisors, managers, elected, outside agencies, and the public.
- Works with highly sensitive data and information, therefore, maintains the highest level of confidentiality regarding employees' personal identification information, employee discipline, compensation, personnel files, personnel discussions, and investigations.
- Conducts studies, analysis, and research on a broad range of HR related assignments. Researches, compiles, and analyzes salary and benefit data needed for job classifications and negotiations. Completes salary surveys from outside agencies.
- Assists with employee relations activities; provides assistance to managers/supervisors/ staff in the interpretation of HR policies and procedures facilitating strong morale.
- Assigns, monitors, and tracks completion of department training including AB1845/SB 1343, NIMS/SIMS, new hire trainings, and other professional development trainings.
- Work with the HR Manager to administer the City leave programs including FMLA/CFRA, etc, ensuring legal compliance and appropriate documentation is maintained.
- May assist with DMV driver pull notice program, DOT medical examinations, CDL license expirations, and notify employees and supervisors regarding upcoming expirations. Authorizes medical & drug screening examinations through vendors.
- Maintains all department records; scans, sorts, assigns metadata, and retrieves HR documents in the Laserfiche electronic document archive management system.
- Maintains all information on the Human Resources section of the City's website.
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of public agency human resources; researches emerging products and enhancements and their applicability to the City's needs.
- Monitors changes in regulations and technology that may affect operations; makes change recommendations including updates to the policy and procedural manual.
- Assists in the development and implementation of goals, objectives, policies, and priorities, and budgetary planning for the Human Resources department.
- Establishes and maintains cooperative working relationships with those contacted in the course of work.

Typical Qualifications Qualification Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education A Bachelor's degree in Human Resources, Business Administration, Public Administration, or closely related field from an accredited College/University.
Experience A minimum of five (5) years of increasingly responsible experience in Human Resources including recruitment, benefits administration, Workers' Compensation, training, and HRIS administration at a municipal or public agency.
Certification Human Resources related certifications such as PHR/SPHR, SHRM-CP/SCP, PSHRA-CP/SCP.
Desirable Advanced education or a higher level degree. Experience with NeoGov or Laserfiche software systems. Proficiency in Microsoft Excel and Adobe Acrobat Pro. Bilingual in Spanish is highly desirable.
Supplemental Information Supervisory Responsibility This position has no supervisory responsibilities.
Expected Hours of Work/Work Schedule Monday - Thursday 7:00 AM - 6:00 PM (40-hour workweek). Occasional overtime for evening or weekend work may be required as job duties demand.
Travel Limited local travel may occur for this position. Possible out of town travel for conferences, workshops, and various training opportunities.
Condition of Employment Must possess and maintain a valid California Driver's License and maintain a clean driving record for insurability through the City of San Jacinto. Failure to maintain license/ insurability will result in disciplinary procedures including suspension without pay, demotion, and/or termination without Administrative or Judicial appeal.
Work Authorization/Security Clearance Must complete post-offer/pre-employment Department of Justice finger printing and background screening. Work authorization as required by the U.S. Citizenship and Immigration Services is mandatory within three business days of hire.
