Job Duties

Plan, implement, and manage a comprehensive human resource program that provides support, training, guidance, and consultative services on Human Resource issues to managers, supervisors, and employees. Supervises and/or performs all human resource, timekeeping, payroll transactions, and employee relations functions for agency 756.This position consults with managers on issues related to staffing, policy compliance and organizational development/management, as well as directs the work of paraprofessional and professional staff engaged in activities such as recruitment, compensation management, benefits administration, payroll processing and internal and external human relations. Provides guidance and assistance to employees, supervisors, and managers in a variety of human resource functions to ensure compliance with State and departmental policy and procedures.

***Some travel may be required statewide***

Minimum Qualifications

Working knowledge of human resources principles and practices of human resource management including Equal Employment Opportunity (EEO)/ Americans with Disabilities Act (ADA)/ Fair Labor Standards Act (FLSA)/ Family and Medical Leave Act (FMLA), Classification and Compensation, Recruitment, Onboarding, Leave and Benefits, Grievance Procedure, and Performance Management. Considerable working knowledge of human resources policies, procedures, and organizational functions. Demonstrated ability to analyze, counsel, and recommend resolution of employee relation's problems, benefits/payroll processing, training needs, and employment and recruitment planning/execution. Demonstrated ability to plan and implement multiple human resources functions for a variety of job classifications. Experience supervising human resource staff. Ability to communicate effectively orally and in writing with department heads, employees, and others. Must have strong interpersonal skills. Experience in personnel related area showing knowledge of principles and practices of personnel administration including compensation, recruiting and employment benefits, training, employee relations and other personnel practices. Computer skills in Word, Excel, Access, and Human Resource (HR) database software/applications.

Additional Considerations

Advanced knowledge in Human Resources, a related field, or equivalent applicable education, HR certification, experience, and/or training. Experience managing Short Term Disability (STD) claims, Worker's Compensation, DOCTime or other leave systems, Cardinal and Human Resources Reporting Maintenance (HRRM) data applications. Experience in Page up or recruitment management system.
