Human Resources Manager

Position Summary

The Human Resources Manager is responsible for leading the daily operations of the Human Resources department while ensuring compliance with all applicable federal, California, and local employment laws. This position oversees recruitment, employee relations, onboarding, HRIS administration, volunteer compliance, credential tracking, performance management, leave administration, policy implementation, and employee development across multiple Club locations.

The HR Manager partners with leadership to create a positive workplace culture while supporting the organization's mission of inspiring and enabling young people to reach their full potential.

Essential Duties and Responsibilities

Employee Relations
• Serve as the primary HR resource for managers and employees.
• Conduct workplace investigations involving employee concerns, harassment, discrimination, misconduct, and policy violations.
• Provide coaching to managers regarding performance management, corrective action, and employee engagement.
• Ensure consistent application of personnel policies.
• Prepare disciplinary documentation and termination paperwork.
• Assist leadership with conflict resolution and employee retention initiatives.

Recruitment & Staffing
• Manage full-cycle recruitment for exempt and non-exempt positions.
• Develop recruiting strategies to attract diverse talent.
• Coordinate interviews with hiring managers.
• Prepare offer letters and oversee onboarding.
• Maintain candidate records in compliance with applicable laws.
• Participate in workforce planning and succession planning.

HRIS Administration (ADP Workforce Now)
• Maintain employee records within ADP Workforce Now.
• Process employee status changes.
• Ensure HRIS data accuracy.
• Generate HR reports and workforce metrics.
• Support payroll processing through accurate employee data management.
• Assist employees and managers with ADP questions.

Volunteer Administration
• Maintain volunteer personnel files.
• Ensure completion of required onboarding documentation.
• Track volunteer orientation completion.
• Coordinate background screening requirements.
• Maintain volunteer compliance records.
• Ensure volunteers meet all organizational requirements before assignment.

Certification & Compliance Management

Maintain and monitor required employee certifications and renewals, including but not limited to:
• CPR/First Aid
• Mandated Reporter Training
• Live Scan/Fingerprint Clearance
• Driver Eligibility
• TB Testing (if applicable)
• Professional Licenses
• Required state or grant-funded certifications

Leave Administration
• Coordinate FMLA, CFRA, Pregnancy Disability Leave, ADA accommodations, Workers' Compensation, and other protected leaves.
• Maintain confidential medical documentation.
• Coordinate return-to-work processes.
• Communicate with employees and supervisors throughout leave administration.

Performance Management
• Coordinate annual performance evaluation process.
• Assist managers with employee coaching.
• Support performance improvement plans.
• Track completion of evaluations.
• Recommend employee development opportunities.

Compliance

Ensure compliance with:
• California Labor Code
• Wage and Hour Laws
• IWC Wage Orders
• FLSA
• FEHA
• FMLA
• CFRA
• ADA

Maintain compliance with all Boys & Girls Club of America standards and applicable grant requirements.

Policy Administration
• Assist with employee handbook updates.
• Implement HR policies and procedures.
• Conduct policy training.
• Ensure consistent policy enforcement.
• Recommend process improvements.

Training & Development

Coordinate employee training including:
• New Hire Orientation
• Harassment Prevention
• Mandated Reporter
• Leadership Development
• Performance Management
• Compliance Training

Multi-Site HR Support

Provide HR support for approximately 450 employees across multiple Club locations by:
• Visiting Club sites as needed
• Building relationships with managers
• Providing on-site employee support
• Ensuring consistent HR practices throughout the organization

Reporting & Analytics

Prepare HR Dashboard for Board meetings, including:
• Turnover
• Headcount
• Open Positions
• Workers' Compensation
• Leave Tracking
• Training Completion
• Certification Compliance
• Volunteer Statistics
• Recruiting Metrics

Qualifications

Education

Bachelor's degree in human resources, Business Administration, Public Administration, Organizational Development or related field required.

Experience
• Minimum seven (7) years progressively responsible Human Resources experience.
• Minimum two (2) years HR management or supervisory experience preferred.
• Experience supporting multi-site organizations.
• Experience with nonprofit organizations preferred.
• Experience using ADP Workforce Now strongly preferred.

Work Environment

This position works in both office and Club environments. Regular travel between Club locations is required. Occasional evening or weekend work may be necessary to support organizational events, training, recruiting, or employee relations matters.

Preferred Certifications
• SHRM Certified Professional (SHRM-CP or SHRM-SCP)
• PHR or SPHR Certification
• California employment law coursework or certification preferred
