About the job

This job will lead and manage the Health, Safety, Environmental and Security (HSE&S) processes for the Fort Worth Manufacturing Site. The HSE&S Manager will be responsible for the management of the safety programs on site in order to be compliant with all corporate standards and guidelines and federal and state regulations. In addition, this position is also responsible for the management of the site's environmental programs to comply with corporate standards, guidelines and federal regulations. This position will also be responsible for compliance with all Responsible Care guidelines surrounding the HSE&S initiatives on site. This position will interact with all functional groups on and off site.

In your future role as HSES Manager , you will

  • Support the plant and Business Unit's (BU's) efforts in safety and sustainability and improving the processes necessary to ensure long-term, sustained, and continual improvement in HSE&S.
  • Support the site by implementing and maintaining corporate HSE&S directives, standards and Key Performance Indicators (KPI) in line with the business unit and corporate processes.
  • Incorporate new HSE&S regulations and Nouryon directives and standards into the management systems of the BU.
  • Responsible for the Industrial Control System Security.
  • Responsible for overall conformance to corporate standard with cooperation from the Maintenance and Reliability Manager, Process and Quality Control (PQC) Manager, and Process Control Technician.
  • Support and verify the development, implementation and maintenance of policies, procedures and processes concerning compliance with local, state and federal HSE&S laws and regulations.
  • Act as a focal point for HSE&S and Sustainability within the BU and participate in corporate Health, Safety, Environmental, Security and Sustainability processes including the Process Safety Management (PSM)/Risk Management Plan (RMP), Responsible Care (RC) 14001, and various BU Safety Initiatives.
  • Conduct and follow up on incident/accident investigation, corporate audit actions, PSM and compliance audit actions.
  • Support the behavioural based safety processes.
  • Conduct HSE&S auditing to ensure compliance.
  • Lead and/or assist with coordinating management systems such as International Organization for Standardization (ISO) 14001, RC 14001, PSM, RMP, Nouryon Self-Assessment Compliance, and develop and propose action plans to maintain and improve the integrated HSE&S management systems on site.
  • Interact with production and maintenance to ensure policies and procedures are being followed. Train, audit, instruct, and correct where necessary.
  • Conduct and report on actions from the plant hazardous recognition and behavioural based safety observation programs.
  • Develop, implement and maintain Industrial Hygiene programs and processes throughout the site.
  • Liaison for Workman's Compensation cases.
  • Injury management as applicable.
  • Responsible for periodic drills, drills assessment, and improvement plan.
  • Focal point for Emergency Response Team.
  • Lead site liaison for Community Advisory Panel (CAP)
  • Serve on Local Emergency Planning Committee (LEPC) for Tarrant County.
  • Prepare necessary air, storm water and solid waste permits, and supports the existing environmental permits for the facility.
        • Conduct internal inspections to verify continuing compliance with all applicable air, water, wastewater, storm water, and solid waste regulations and permits.
  • Prepare all necessary regulatory reports including Superfund Amendments and Reauthorization Act (SARA) Toxic Release Inventory (TRI), annual emission inventory, hazardous waste annual report, SARA 312 updates, Tier II reports, etc.
  • Monitor environmental activity at both the state and federal level and continuing site activities to determine if new regulations or revised regulations or revised operations may affect the environmental program.
  • Maintain all records to meet requirements of the various regulations.
  • Manage and coordinate the annual Training Plan to meet Resource Conservation and Recovery Act (RCRA), Stormwater Pollution Prevention Plan (SWPPP), Spill Prevention, Control, and Countermeasure (SPCC), ISO 14001 and all other regulatory requirements.
  • Ensure that federal, state, and local environmental laws, regulations, codes, and rules are observed and adhered to.
  • Work on projects and perform other duties as assigned.

  • Familiarity with Texas Commission on Environmental Quality (TCEQ), Environmental Protection Agency (EPA), and other environmental regulatory requirements.
  • Expertise in Occupational Safety and Health Administration (OSHA), PSM/RMP, and RC 14001 regulations and guidelines.
  • Requires strong interpersonal, organizational, oral and written communication skills, and ability to communicate with all levels in the BU.
  • Self-directed, must be able to initiate and complete new concepts and challenge the status quo.
