Job description

Summary:
The Project HSE Coordinator is responsible for supporting and advancing the company's Health, Safety, and Environmental programs for onsite activities at jet engine test cell projects across the world. This role plays a critical part in ensuring the safety of employees, subcontractors and customers during the construction, installation and commissioning of aerospace test facilities. The Project HSE Coordinator will work closely with project managers, field service personnel, subcontractors and customer HSE representatives to develop and implement project-specific safety plans that comply with local regulations, customer requirements and company standards. In addition to traditional HSE responsibilities, this position will own the development and administration of field personnel training and qualification programs, track deployment readiness for employees traveling to project sites and coordinate travel documentation and visa requirements to support international project execution.

Essential Duties and Responsibilities:
• Health & Safety Program Management
• Support and maintain the company's project HSE management system and safety culture. This excludes HSE within Safran's factories.
• Develop, implement, and continuously improve policies, procedures and safe work practices.
• Conduct risk assessments and hazard analyses for construction, installation, commissioning, maintenance, and testing activities.
• Lead incident investigations, root cause analyses, and corrective action implementation.
• Monitor safety performance metrics and prepare reports for management.
• Ensure compliance with applicable OSHA, environmental, customer and international safety requirements.
• Conduct periodic safety audits, inspections and program assessments. Support and maintain the company's project HSE management system and safety culture. This excludes HSE within Safran's factories.
• Project HSE Planning
• Collaborate with customers' HSE representatives to develop project-specific Health, Safety and Environmental plans.
• Independently create and manage project safety plans for turnkey projects where customer support is limited or unavailable.
• Support pre-job planning meetings, hazard assessments, Job Safety Analyses (JSAs) and toolbox talk programs.
• Provide HSE support during project mobilization, installation, commissioning and site acceptance activities.
• Maintain and update the Installation Hazard Matrix to ensure project risks are identified, documented, and mitigated.
• Review, investigate, and close reported safety deviations, ensuring corrective actions are implemented and tracked.
• Source, procure, and ensure availability of required Personal Protective Equipment (PPE) for project teams in accordance with safety requirements.
• Gather and document project-specific safety information to support safe travel, worksite readiness, and employee well-being during project execution.

• Coordinate with local contractors to conduct ATEX (Explosive Atmosphere) and confined space hazard assessments in accordance with country-specific regulatory and safety requirements; ensure compliance with applicable standards; and communicate findings and recommendations to STC HSE and management.
• Coordinate with customers, contractors, and local regulatory authorities to identify, communicate, and ensure compliance with site-specific and local safety requirements prior to project execution.
• Global Field Operations Support
• Travel to project sites worldwide to conduct safety inspections, audits, observations and training.
• Support field teams during startup and high-risk activities.
• Act as a primary HSE resource for project managers, site supervisors and traveling personnel.
• Assist in resolving customer safety concerns and compliance issues.
• Training and Workforce Readiness Management
• Develop and maintain a comprehensive training matrix for employees participating in field projects.
• Identify required training based on customer, project, country and regulatory requirements.
• Coordinate safety training programs including, but not limited to:
• OSHA and equivalent international requirements
• Lockout/Tagout
• Fall Protection
• Confined Space Entry
• Electrical Safety
• Respiratory Protection
• First Aid/CPR
• Customer-specific orientations
• Track employee certifications, qualifications and expiration dates.

Candidate skills & requirements
• Generate readiness reports to ensure personnel are fully qualified before site deployment.
• Maintain training records and documentation.
• International Travel Compliance
• Conduct project travel safety assessments, including evaluating hotel locations, local transportation options, payment methods, and destination-specific safety considerations.
• Coordinate and maintain emergency contact cards and emergency response information for all project personnel.
• Coordinate and track visa, work permit, passport, immunization, and travel compliance requirements for employees traveling internationally.
• Work with Human Resources, project teams, and external agencies to ensure field personnel have appropriate documentation before deployment.
• Monitor country-specific entry requirements and regulatory changes.
• Maintain deployment readiness records for all traveling employees.
• Environmental Compliance
• Support environmental compliance initiatives related to construction and testing activities.
• Assist in managing waste disposal, hazardous materials, spill prevention and environmental reporting requirements.
• Ensure environmental obligations are incorporated into project planning and execution.

Education/Experience:
• Bachelor's degree in Occupational Safety, Environmental Health, Industrial Safety, Engineering or related field preferred.
• Equivalent combination of education and relevant experience may be considered.
• 3-7 years of HSE experience in construction, industrial manufacturing, aerospace, energy or similar technical industries.
• Experience supporting field operations preferred.
• Experience working with international projects and diverse regulatory environments is highly desirable.
• Experience developing safety plans, conducting audits and managing contractor safety programs.

Qualifications:
• Strong understanding of OSHA regulations and recognized safety management systems.
• Ability to interpret customer safety requirements and develop compliant project-specific safety plans.
• Knowledge of construction, electrical, mechanical and industrial installation hazards.
• Excellent organizational and project coordination skills.
• Strong verbal and written communication skills.
• Ability to work independently across multiple simultaneous global projects.
• Proficient in Microsoft Office, particularly Excel, SharePoint and Teams.
• Ability to maintain detailed training, certification and compliance records.
• Strong interpersonal skills with the ability to work effectively with customers, subcontractors and employees at all levels.
• Able and willing to travel up to 30% of the time both domestically and internationally, as required; some trips may last up to 2-3 weeks
