Health, Safety & Environment (HSE) Manager

Position Overview

We are seeking an experienced Health, Safety & Environment (HSE) Manager to lead all aspects of HSE strategy, compliance, and field execution across our pipeline construction, earthworks, civil installation, and facility construction operations.

This role is responsible for driving a strong and consistent safety culture across a wide range of complex industrial construction activities, including pipeline installation, access road construction, grading, excavation, borrow pits, material handling, civil installations (including underground and surface infrastructure), site development, and the construction of industrial facilities such as compressor stations, pump stations, terminals, and related energy infrastructure.

The HSE Manager will ensure all operations are carried out safely, in compliance with regulatory and client requirements, while advancing continuous improvement across all field activities.

Key Responsibilities
  • Lead the development, implementation, and continuous improvement of the company's HSE management system across pipeline, earthworks, civil installations, and facility construction operations.
  • Oversee HSE performance across multiple projects.
  • Ensure compliance with all applicable Alberta OH&S legislation, environmental regulations, and client-specific HSE requirements.
  • Conduct and lead field audits, inspections, and safety observations across all civil, pipeline, and industrial construction sites.
  • Lead incident management processes including reporting, investigation, root cause analysis, and corrective action implementation.
  • Drive a proactive safety culture focused on hazard identification, risk mitigation, and frontline engagement across all construction disciplines.
  • Support safe execution of high-risk activities including excavation, trenching, lifting operations, underground utilities, heavy equipment operations, and facility tie-ins.
  • Develop and deliver HSE training programs tailored to pipelines, earthworks, civil installations, and facility construction environments.
  • Monitor, analyze, and report HSE performance metrics and trends to executive leadership.
  • Ensure environmental compliance including erosion control, spill prevention, reclamation, waste management, and site restoration.
  • Act as primary liaison with regulatory agencies, clients, and external auditors.
  • Lead and mentor HSE personnel across multiple job sites and operational regions.


Qualifications
  • 10+ years of progressive HSE experience in construction, pipeline, earthworks, civil installations, or facility construction environments.
  • Minimum 5 years in a senior leadership or director-level HSE role.
  • Strong knowledge of BC, AB and SK OH&S legislation and environmental regulatory requirements.
  • Strong understanding of civil installation scopes including underground utilities, piping systems, structural installs, and associated infrastructure.
  • Experience with industrial facility builds (compressor stations, pump stations, terminals, processing facilities) preferred.
  • Professional designation (CRSP, NCSO, or equivalent) required.
  • Proven ability to manage HSE across multiple remote and complex field sites.
  • Strong incident investigation and corrective action leadership capability.
  • Excellent communication and leadership skills across field and executive teams.
  • Comfortable working in fast-paced, high-risk, weather-dependent construction environments.
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint, One Drive).
  • Familiar with ISNetworld standards and portal submission.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent communication and stakeholder management abilities.


Working Conditions

Compensation

$12,000.00 - $150,000.00 per year
