About the Department

The Human Resources Information Management and Analytics (HRIMA) unit serves as the central information center for University HR, operating as a consultative, technology-adjacent partner to the campus community. The unit prioritizes process-first design, structured governance through a centralized Project Management Office (PMO), and collaborative data stewardship to ensure employee data is accurate, secure, and reliable throughout its lifecycle. Through active project facilitation and strategic alignment, HRIMA focuses on evaluating and optimizing business workflows, building campus data literacy, and providing practical, actionable insights. By turning complex operational processes into smart, dynamic business rules, the unit ensures that technology effectively serves our people, breaks down operational silos, and supports the broader talent strategies of the university.

Essential Job Duties

The HR Project Manager, housed within the HR Information Management & Analytics (HRIMA) unit, serves as a consultative advisor and facilitator for cross-functional HR projects, supporting the planning, scoping, and implementation of technical and non-technical initiatives. This role connects HR, campus partners, and the Office of Information Technology to clarify business needs, establish project goals and timelines, and advance projects from concept to completion.

You will bring people, processes, and technology together to make HR operations more efficient and effective. By evaluating workflows, identifying opportunities for improvement, and translating policy and regulatory changes into clear business requirements, you will help teams navigate complexity and turn ideas into practical solutions. Your ability to build relationships, communicate clearly, and remove roadblocks will be key to delivering HR processes and technology that meet university needs and support compliance.

Key responsibilities fall within the following functional areas.

Project Facilitation & Consultative Advising

  • Facilitate cross-functional process and project teams by providing consultative guidance that helps campus partners navigate process improvements, technical enhancements, and system configurations.
  • Connect UHR, campus divisions, and Enterprise Application System/Office of Information Technology partners to identify systemic and technical barriers, coordinate resolution, and maintain momentum on shared priorities.
  • Guide discovery and alignment sessions with campus partners to understand current-state workflows, assess institutional and localized business needs, and establish clear direction for cross-functional project delivery.


Strategic Insight & Workflow Optimization

  • Translate complex legislative changes, Federal and State requirements, and UNC System Office mandates into functional requirements and automated system logic that support accurate, sustainable technical solutions.
  • Partner with university leadership and process teams to evaluate and improve business processes and technology, increasing efficiency, strengthening service delivery, and reducing unnecessary rework across the organization.


Employee Data Governance & Quality Assurance

  • Provide leadership and guidance for HR technology business rules, security parameters, and data definition standards to promote consistent, reliable, and well-governed employee data.
  • Serve as a subject matter expert on the alignment of HR technology functionality with university policies, regulations, rules, and applicable regulatory requirements, helping ensure system behavior supports institutional standards.


Operational Excellence & Support

  • Oversee complex operational troubleshooting and system optimization for core HR processes. Act as the point of escalation for complex functional issues before they are moved to OIT.
  • Partner with OIT/EAS throughout User Acceptance Testing (UAT) and post-implementation reviews to validate business requirements, assess system functionality, and ensure technology solutions deliver the intended operational outcomes.

Qualifications

Minimum Education and Experience

This position requires a relevant post-Baccalaureate degree with a minimum of three (3) years of relevant Human Resource, Business Operations, or Information Technology experience, or a relevant undergraduate degree with a minimum of five (5) years of relevant experience as a substitute for the advanced degree (All degrees must be from appropriately accredited institutions)

Other Required Qualifications
  • Proven ability to navigate decentralized institutional structures, build consensus, and drive project accountability across diverse stakeholder groups.
  • Demonstrated proficiency in business process mapping, requirements elicitation, and project lifecycle management frameworks.
  • Exceptional ability to pivot standard "technical support" conversations toward high-level business logic and end-user experience discussions.


Preferred Qualifications
  • Experience working with ServiceNow HR Service Delivery (HRSD) or similar HR service management platforms.
  • 4-5 years experience leading or coordinating projects using Agile, Scrum, or other structured project management methodologies.
  • 2-3 yrs. experience in process improvement & change management
  • Proven ability to manage competing priorities, coordinate multiple initiatives, and maintain attention to detail and quality in a fast-paced, dynamic environment.
  • Demonstrated ability to provide clear guidance, facilitate collaboration, and communicate effectively with diverse stakeholders.
  • Project Management, Process Improvement, Change Management, or related professional certifications.
