Job Summary

The Human Resources Manager is a hands-on HR leader responsible for the day-to-day execution of Human Resources operations across a multi-state and global workforce. Reporting to the VP of Human Resources, this role oversees HR operations, employee relations, HRIS administration, payroll coordination, benefits, leave management, compliance, workforce support, and process improvement.

The HR Manager partners closely with leaders, employees, and vendors to ensure effective HR service delivery, strengthen operational consistency, support compliance, and improve the employee experience across all locations. This role reports to VP Human Resources.

Duties & Responsibilities

HR Operations & Workforce Administration
  • Lead day-to-day HR operations across a multi-state and global workforce.
  • Manage employee lifecycle activities including hiring, transfers, promotions, leaves, and separations.
  • Serve as a trusted HR resource for managers and employees.
  • Maintain employee records, documentation, and compliance-related files.
  • Support onboarding, offboarding, and workforce transitions while improving operational efficiency.

HRIS, Payroll, Benefits & Leave Administration
  • Administer HRIS processes, employee data, reporting, and system integrity.
  • Oversee timekeeping, attendance, and payroll coordination.
  • Manage employee benefits administration, vendor relationships, and open enrollment activities.
  • Coordinate leave programs, accommodations, workers' compensation, and return-to-work processes.

  • Maintain workforce reporting, compliance tracking, audit preparation, audit readiness, and payroll accuracy.

  • Review and approve payroll prior to processing while ensuring compliance with applicable wage and hour requirements.

Employee Relations, Compliance & Workforce Support
  • Manage employee relations matters, investigations, corrective actions, and workplace concerns.
  • Advise managers on performance management, attendance, accountability, and policy application.
  • Support compliance with federal, state, local, and applicable international employment regulations.
  • Maintain HR policies, procedures, and workforce documentation.
  • Ensure compliance with employment eligibility and workforce recordkeeping requirements.
  • Support grievance procedures and formal employment processes as required across applicable jurisdictions.

Onboarding, Process Improvement & Workforce Experience
  • Coordinate onboarding and offboarding programs across locations.
  • Partner with Talent Acquisition, Operations, IT, and Payroll to support workforce transitions.
  • Identify opportunities to improve HR processes, workflows, and service delivery.
  • Support performance management, manager development, training initiatives, and workforce programs.
  • Train employees and leaders on HR systems, policies, and workforce processes.

Multi-State & International HR Support
  • Support workforce administration and compliance across U.S. and international locations.
  • Partner with internal and external stakeholders to address employment, payroll, benefits, and workforce requirements.
  • Promote operational consistency while aligning practices with local legal requirements.

Department Coordination & Cross-Functional Partnership
  • Partner with the VP of Human Resources to execute workforce priorities and HR initiatives.
  • Collaborate with leaders, vendors, and cross-functional teams to support organizational objectives.
  • Provide guidance and support to HR interns and administrative resources.
  • Drive accountability, follow-through, and operational excellence within the HR function.

Skills & Abilities

  • Strong knowledge of employment law, wage and hour regulations, HR compliance, employee relations, and multi-state workforce administration.

  • Demonstrated experience managing HR operations, including HRIS administration, payroll coordination, benefits, leave management, and workforce support.

  • Ability to effectively manage investigations, performance concerns, corrective actions, policy enforcement, and complex employee relations matters using sound judgment and consistency.

  • Strong operational and organizational skills with the ability to manage competing priorities in a fast-paced environment.
  • Proven ability to improve processes, drive consistency, and strengthen operational effectiveness.
  • Strong analytical skills with a high degree of accuracy, attention to detail, and data integrity.
  • Effective communication, coaching, and relationship-building skills across all levels of the organization.
  • Proficiency with HRIS platforms, reporting tools, Microsoft Office Suite, and workforce technologies. ADP experience preferred.

Education & Experience
  • Bachelor's degree in human resources, Business Administration, or a related field preferred.
  • 8+ years of progressive Human Resources experience supporting multi-site, manufacturing, distribution, or operationally complex organizations.
  • Experience supporting employee relations, compliance, HR operations, payroll, benefits administration, leave management, and workforce administration.
  • Experience supporting multi-state workforce operations required.
  • Experience supporting global or international workforce operations preferred.
  • HRIS administration experience required; ADP Workforce Now experience strongly preferred.
  • Professional certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, or GPHR preferred.

Work Environment

This role operates within both office and manufacturing environments and may require periodic movement throughout production and operational areas. The position supports a multi-state and global workforce across multiple time zones and may require occasional domestic travel.
