Position Overview A growing multi-location organization is seeking a highly hands-on
HR Manager to oversee day-to-day human resources operations across multiple states. This position will be responsible for ensuring HR compliance, supporting employees and managers, overseeing payroll-related processes, and maintaining consistent HR practices across several locations.
The ideal candidate is an operational HR professional who is comfortable working in a fast-paced, multi-site environment and can independently manage both strategic and day-to-day HR responsibilities.
Key Responsibilities Multi-State HR & Compliance - Oversee HR operations across multiple states and locations.
- Ensure compliance with federal and state employment and wage-and-hour laws.
- Provide guidance on state-specific employment regulations.
- Manage employee relations matters, investigations, corrective actions, and terminations.
- Administer FMLA, ADA accommodations, workers' compensation, and applicable state leave programs.
- Manage onboarding, I-9 compliance, employee separations, and personnel records.
- Maintain and administer employee handbooks, policies, and procedures.
- Partner with managers and operational leaders across multiple locations.
Payroll & HRIS - Oversee and support multi-state payroll administration for hourly and salaried employees.
- Review timekeeping, overtime, meal/rest periods, deductions, reimbursements, bonuses, and final pay.
- Ensure payroll practices comply with applicable state and federal requirements.
- Conduct payroll audits, corrections, and reconciliations.
- Utilize HRIS and payroll systems to maintain accurate employee information and reporting.
- Partner with payroll and leadership to resolve discrepancies and improve processes.
Prevailing Wage & Certified Payroll - Manage prevailing wage and certified payroll requirements.
- Prepare, review, and submit certified payroll reports.
- Ensure compliance with applicable public works requirements.
- Determine appropriate wage classifications and rates.
- Review base wages, fringe benefits, union requirements, and cash-in-lieu calculations.
- Monitor apprentice and journeyman classifications and requirements.
- Track employee hours by project, classification, and jurisdiction.
- Identify and resolve certified payroll discrepancies.
- Maintain documentation for audits and compliance reviews.
- Support applicable federal certified payroll requirements.
Additional HR Responsibilities - Partner with Operations and location leadership on workforce needs and employee matters.
- Support recruiting, hiring, onboarding, and workforce planning.
- Oversee benefits administration and employee communications.
- Coordinate workers' compensation and safety-related HR matters.
- Conduct HR audits and maintain accurate records.
- Develop and implement HR process improvements.
- Serve as a trusted resource for employees and managers.
- Provide hands-on support across a broad range of HR functions.
Qualifications - Bachelor's degree in Human Resources, Business Administration, or a related field.
- 7-10 years of progressive HR experience.
- 4-5+ years of HR management or leadership experience.
- Hands-on experience with multi-state HR operations.
- Strong knowledge of employment and wage-and-hour regulations.
- Direct experience with prevailing wage and certified payroll required.
- Experience preparing, reviewing, and/or submitting certified payroll reports.
- Strong employee relations and compliance experience.
- Experience supporting hourly and salaried employees.
- HRIS/payroll system experience; Paylocity experience is a plus.
- Construction, building materials, distribution, manufacturing, or another operational environment preferred.
- Experience supporting field, warehouse, driver, and corporate employees is a plus.
- Spanish bilingual skills are a plus.
Ideal Candidate The successful candidate will be
hands-on, highly organized, and operationally focused. This is not a role for someone who is exclusively strategic-the individual must be comfortable getting into the details, resolving payroll and employee issues, advising managers, and ensuring compliance.
Candidates should have
direct, practical experience with prevailing wage and certified payroll, rather than simply general knowledge of the requirements.
