POSITION SUMMARYThe HR Consultant provides human resources consulting support focused on position management, employee development, and career progression initiatives. The incumbent works collaboratively with management, supervisors, employees, and human resources stakeholders to gather information, facilitate discussions, develop standardized position descriptions, and create Individual Development Plans (IDPs) that support employee growth and advancement opportunities.
The position serves as a trusted advisor to client leadership and workforce stakeholders, providing consultative guidance and facilitating discussions that support workforce development and organizational objectives. Acting as a liaison among multiple stakeholder groups, the HR Consultant leverages strong facilitation, communication, and relationship-building skills to gather information, build consensus, and develop practical workforce solutions.
The HR Consultant conducts interviews, leads working sessions, documents findings, and develops workforce documentation and position descriptions that supports apprenticeship and career development programs. The incumbent works closely with Position Classification Specialists to ensure position descriptions align with applicable classification standards while focusing primarily on stakeholder engagement, documentation development, and workforce development objectives.
Onsite work (Southwest DC) will be required at least 2-3 days per week.
Skills & Requirements
ESSENTIAL DUTIES AND RESPONSIBILITIES- Review existing position descriptions, developmental materials, and related workforce documentation for early career, specific skilled-trade positions (WG-5/6/7/8) to identify common duties, developmental requirements, and opportunities for standardization.
- Conduct interviews, focus groups, and facilitated discussions with employees, supervisors, managers, and subject matter experts.
- Engage with skilled trades employees, labor supervisors, engineering supervisors, and senior leaders to document job responsibilities, developmental expectations, and career progression requirements.
- Develop a single draft position description for each grade as the proposed AOC standard based on stakeholder input. Document any duties included in PD's that are not included in the proposed AOC standard along with a rationale for not including those duties.
- Collaborate with Position Classification Specialists to ensure proposed position descriptions align
- with classification requirements.
- Gather and review existing Individual Development Plans (IDPs) and career progression frameworks and create a single IDP as an AOC standard documenting the developmental objectives and training necessary to move from one position to the next in a specific skilled trade based on existing IDPs within AOC, individual and/or group conversations with agency subject matter experts and/or independent research.
- Organize and lead meetings with identified subject matter experts in specific skilled trades and other key stakeholders to solicit feedback on draft PD's and IDPs. Facilitate stakeholder meetings and discuss and achieve consensus on refining those drafts. Update and finalize the drafts based on feedback received.
- Document stakeholder feedback, recommendations, and decisions.
- Prepare reports, briefing materials, presentations, meeting summaries, and project documentation.
- Maintain project schedules, action item trackers, and status reports.
- Conduct limited research on workforce development practices and training resources.
- Support workforce development, apprenticeship, and employee growth initiatives.
- Prepare monthly status reports.
QUALIFICATIONS, KNOWLEDGE, AND SKILLSRequired Qualifications:
- Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development, or related field.
- Five (5) or more years of experience supporting Federal human resources programs, workforce development initiatives, position management activities, or related consulting engagements.
- Experience conducting interviews, facilitating meetings, and gathering information from diverse stakeholder. groups.
- Experience developing HR documentation, position descriptions, training materials, career development plans, or similar workforce products.
- Strong working knowledge of Federal position classification and position management principles.
- Strong written and verbal communication skills.
Preferred Qualifications:- Experience supporting Federal skilled trades organizations, apprenticeship programs, or workforce development. initiatives.
- Experience developing Individual Development Plans (IDPs) or employee development frameworks.
- Familiarity with Federal Wage Grade (WG) occupations and career progression structures.
- Experience supporting organizational change or employee development initiatives.

- Ability to effectively engage and build credibility with diverse stakeholder groups, including skilled trades employees, bargaining unit employees, front-line supervisors, technical and engineering managers, human resources professionals, and senior executives.

- Experience facilitating discussions among stakeholders with varying perspectives and
- organizational priorities to achieve consensus and actionable outcomes.
- Knowledge of Federal human capital management principles, workforce development practices, and employee career progression programs.
- Understanding of Federal position classification fundamentals and position management principles.
- Strong analytical and critical thinking skills.
- Excellent verbal communication, business writing, and presentation skills. Ability to discuss technical issues with non-technical, executive-level Government officials.
- Ability to synthesize complex information and develop practical recommendations.
- Strong project management, organizational, and time management skills. Ability to conform to shifting priorities, demands and timelines.

- Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, and Teams.
Other Specifications- Position will require onsite stakeholder meetings, interviews, workshops, and facilitated working sessions.
- Requires interaction with a broad range of stakeholders including skilled trades employees, labor supervisors, engineering supervisors, workforce development personnel, human resources professionals and executive leadership.
- Must be comfortable facilitating both individual and group discussions and presenting recommendations to leadership.
- Requires the ability to manage sensitive workforce information while maintaining confidentiality and professionalism.
- Candidates must successfully complete all applicable background investigation and security requirements.
- Telework may be authorized in accordance with client policies and contract requirements.
- Occasional schedule flexibility may be required to accommodate stakeholder availability and project milestones.
