SUMMARY

Serves as a strategic advisor to assigned MARTA divisions by aligning Human Resources strategies with the Authority's operational and organizational goals. Acts as a liaison between employees and managers within assigned business units, divisions, or departments and the corporate Human Resources function. Collaborates with external Human Resources vendors to ensure contract compliance, supports the preparation and renewal of Human Resources contracts, tracks contract expenditures, and assists in the development of the annual Human Resources budget.

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provides consultative HR guidance and coaching to managers and employees in alignment with the Authority's policies, goals and objectives.

2. Integrates business needs with HR expertise to support data-informed workforce planning, employee engagement, and talent management aligned with MARTA's long-term objectives.

3. Partners with Assistant General Managers, Directors, and departmental leaders to develop HR strategies supporting divisional and Authority-wide goals.

4. Assists with the review and updating of HR policies.

5. Ensures consistent application of HR policies, procedures, and programs across assigned business areas.

6. Partners closely with HR business units, including Talent Acquisition, Benefits, HRIS, Performance Analytics, Learning & Development and Occupational Medical Services to provide seamless support to client divisions.

7. Participates in cross-departmental projects, HR initiatives, and Authority-wide programs aimed at improving operational efficiency and workforce engagement.

8. Performs work under general supervision and handles moderately complex issues and problems. Refers more complex issues to AGM of Human Resources or other leadership. May provide leadership, coaching, and/or mentoring to subordinate groups.

9. Performs other related duties as assigned, including Transit Ambassador assignments.

EDUCATION and/or EXPERIENCE
Bachelor's degree in Human Resources, Business Administration, Public Administration, Organizational Development, or a related field is required. Five (5) years of progressively responsible Human Resources experience, including at least two (2) years in an HR Generalist role supporting a large, complex organization (public sector or transportation environment preferred). Must possess working knowledge of all areas within Human Resources. Excellent interpersonal, communication, and facilitation skills required. Proficiency with Oracle Cloud or similar enterprise HRIS systems and Microsoft Office Suite. In lieu of a degree, directly related experience can be substituted on a year-for-year basis.

CERTIFICATES, LICENSES, REGISTRATIONS
HR certification (SHRM-CP/PHR, SHRM-SCP/SPHR) is preferred.

Salary: $75-$87K
