Duties Description The incumbent of this position will report to the Domestic Terrorism Prevention Unit (DTPU) within the Office of Counter Terrorism (OCT).
Duties include but are not limited to the following:
• Serve as a subject matter expert in targeted violence prevention and terrorism threats, trends, and research.
• Serve as a trusted advisor to DTPU Director and OCT principles on a range of topics and issues to inform decision-making.
• Supervise the day-to-day operations of employees responsible for the statewide behavioral Threat Assessment and Management (TAM) teams, outreach, and event planning efforts.
• Support the DTPU Director and Office principals in the implementation, monitoring, and evaluation of New York State's targeted violence prevention initiatives, ensuring activities are aligned with the DTPU and Office of Counter Terrorism priorities and strategic direction.
• Support coordination of DTPU outreach activities, including presentations, conferences, information-sharing activities, training and exercises, briefings, reports, and meetings.
• Support OCT DTPU information gathering efforts such as surveys, facilitating focus groups, and ensuring customer satisfaction.
• Support comprehensive research and analysis efforts, including preparing executive-level briefs, memorandum, reports, publications, and assessments for leadership.
• Direct the planning and execution of at least two large-scale annual events, overseeing all phases including planning, logistics, execution, and post-event evaluation, collaborating across the DTPU to ensure unified effort.
• Develop and maintain an ongoing multidisciplinary outreach strategy to engage all NYS counties as it relates to targeted violence prevention and behavioral threat assessment and management, building and maintaining strong relationships with stakeholders, and ensuring consistent, meaningful communication.
• Oversee the NYS TAM teams' data collection process and use findings to assess program impacts, translate findings into actionable recommendations, and implement next steps.
• Champion cross-unit collaboration by proactively partnering with other functions to align team initiatives and break down silos to ensure mission success.
• Attend and present at conferences and other public events.
• Assist in disaster response and recovery activities as required and assigned.
• Perform the full range of supervisory and management duties.
• Travel 30% will be required.
• Possession and maintenance of a valid Driver's License issued by the New York State Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the position.
Minimum Qualifications NON-COMPETITIVE
One year of permanent service as a Homeland Security Program Analyst 2;
OR
Eight (8) years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations.
Substitution:
An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
