PLEASE NOTE: Salary is dependent on experience. Yamhill County typically hires between steps 1-4Yamhill County has one regular full-time position for an HHS Manager in our Family & Youth Division. We are seeking an innovative and dynamic manager to lead a fast-paced integrated mental health and addictions program for children and adolescents. Critical elements are program development, planning and monitoring outcomes, and recruiting, training, and supervising staff. The annual budget for the division is $9.9 million with another $750,000 in provider contracts and approximately 42 full-time equivalent staff.

The Qualifications:The position requires a master's degree or advanced training and five or more years of relevant experience with progressive responsibilities in program administration or supervision. Graduate-level coursework and training may be substituted for up to two years' experience.
Preference will be given to applicants with experience promoting family partnerships, knowledge of mental health promotion and trauma-informed care, and clinical licensure or alcohol and drug certification (CADC) eligible to provide clinical supervision.

Must have thorough knowledge of rules, laws, and policies governing department operation and supervisory and management principles and practices. They will be a high energy, mission-oriented leader who exhibits excellent communication skills, both verbally and in writing and will possess excellent customer service skills, the ability to multi-task, effective problem-solving skills, flexibility, and an ability to learn County policies and procedures quickly. Must also be self-directed, detail-oriented, and possess the ability to work and interact with staff, clients, and members of the public in a courteous, professional manner.

Health Coverage - Group medical, dental, and vision insurance coverage is available for the entire family. For the 2025-2026 plan year, the County will pay 97% of the monthly premium and employees will pay 3% ($89.02 per month) for the PPO Base Plan. With this plan, employees are eligible for a $125 a month contribution into an HRA VEBA account. Buy-up plans are also available. The employee premium for the HMO plan is $0.00, with the HMO plan employees are not eligible for the HRA Veba Account.
Retirement - PERS (Public Employee Retirement System) contribution is 100% employer funded, which includes both contribution to PERS pension and IAP accounts (IAP contribution is 6% of salary).
Short-Term Disability - 100% County paid.
Life insurance - $10,000 for employee/$2,000 for spouse and children - 100% County Paid.
Vacation/Sick Leave - Flexible Earned Time (FET) is a combination of vacation and sick leave. To start, employees earn 13 hours per month, and future accruals increase based on years of service. After a year of service and depending on FET balance, employees may sell-back up to 40 hours of FET per year.
