Summary

About the Position: This position is with the Directorate of Executive Services located at Tripler Army Medical Center, on the Island of Oahu, HI.

Tripler Army Medical Center is a tobacco-free workplace. Tobacco products include, but are not limited to, smoking, smokeless tobacco, and electronic nicotine delivery devices.

Duties

Help

  • At the full performance (GS-13) level you will perform the following, but not limited to duties:
  • Facilitate decision making, conflict resolution, strategic planning and dialogue within the assigned organizational unit.
  • Coordinate budget planning and execution with local management and Military Treatment Facilities resource management.
  • Establish and implements long and short-term policies and budget execution plans.
  • Perform as authoritative expert in the interpretation of organizational unit productivity, access, cost, and quality data.
  • Prepare planning for department strategic and business plans and monitors and evaluates the effectiveness of both.
  • Direct the administration of multi-million dollars in health care provider contracts.
  • Plan work to be accomplished by subordinates; sets and adjusts short-term priorities.
  • Interview candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions.
  • Evaluate work performance of subordinates; and gives advice, counsel, or instruction to employees on both work and administrative matters.
  • Maintain accountability for productivity, access, wellness, patient satisfaction, enrollment, empanelment, and other relevant health care delivery business plan targets.

  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements. as described in 5 CFR Part 315.
  • This position has been designated "Mission Essential". In the event of severe weather conditions, the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-12 Specialized Experience: One year of specialized experience which includes: 1) Providing administrative and health care management support through research, analysis, and evaluation of raw data to advise leadership on consistency with command policies and operating procedures; 2) Analyzing workload statistics; and 3) Developing methods to track progress toward established benchmarks and goals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

GS-13 Specialized Experience: One year of specialized experience which includes: 2) Utilizing electronic healthcare systems to evaluate clinical processes and recommend operational solutions; 2) Performing program analysis to ensure compliance, quality of service, and outpatient care standards in a healthcare setting; and 3) Developing and executing departmental budgets. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
