The Washington State Department of Corrections has a unique opportunity for a highly-motivated expert in healthcare informatics to join the Research and Data Analytics team as the Health Services Informatics Manager! This position leads, facilitates, and manages the Health Services Informatics unit in support of the Health Services Division's delivery of healthcare at the department.
This critical position works closely with Health Services Division staff to develop products that will inform operations, policy, and budget decision making related to care delivery. The candidate of choice will plan and organize work for staff conducting analyses that are critical to the Health Services Division's performance accountability, service management and delivery, ability to achieve key outcomes, and budget and policy decisions.
TheHealth Services Informatics Manager serves as thedepartment-level health services informatics expert providing consultation with staff, management, and executive leadership to identify data needs and services to support information requests. You will also respond to external requests including those from the Legislature, the Governor's Office, the Office of Corrections Ombuds, Results Washington, and the media.
In this role, you will need an advanced level of expertise to successfully plan, partner, communicate, and implement rigorous data analytic strategies that allow the department's senior leadership and program staff to make data-informed decisions. You will serve as a conduit for translating and communicating data and decision points with internal business partners.

Duties

As a Health Services Informatics Manager, some of your duties will include:
  • Providing leadership, supervision, and performance management to staff in the Health Services Informatics unit, which could include:
    • Establishing results-based performance expectations, sets priorities, and conducts timely and meaningful performance evaluations.
    • Providing onboarding, coaching and mentoring to staff.
    • Planning, assigning, and reviewing the work of staff.
    • Adjusting assignments and schedules to maintain adequate staffing levels.
    • Responding to fluctuating workloads, staff issues, and training needs.
    • Working with staff in all other RDA sections to streamline processes and optimize outputs.
  • Planning, leading, conducting, and supervising the implementation of complex data analyses that inform the department's policy, program, operational and budget decisions that could look like:
    • Managing the design, development, and implementation of detailed strategic and tactical clinical and operational data reports using health services data, OMNI and other data.
    • Oversight of the development, design, implementation, and maintenance of metric tracking including Coordinated Quality Improvement (CQIP) performance measures, public health reporting, cancer metrics, consult metrics, and other necessary performance reporting.
    • Managing the development and analysis of the Health Services Strategic Plan, including leading the development and implementation of performance measures.
  • Serving as a department subject matter expert in health services analytics, providing consultation with Health Services Division and DOC executive leadership on analytics and the strategic utilization of data to inform policy, practice, operational and budget decisions to include:
    • Consulting with and advising Health Services leadership on the use of data tools to improve quality, manage expenditures, and develop reports specific to incarcerated individual health care data and population management.
    • Oversight of the development and administration of training and technical assistance on statewide Health Services systems to administrative and clinical leaders.
    • Conducting site visits and meetings to communicate vision and operational expectations.
    • Developing and sharing training documents pertinent to Health Services systems.

  • Ten (10) or more years of professional experience in healthcare informatics, analytics, business intelligence, and/or statistic

OR
  • Associates of Science degree in a technical or related field

AND
  • Eight (8) or more years of professional experience in healthcare informatics, analytics, business intelligence, and/or statistic

OR
  • Bachelor's degree in healthcare, public health, social science, statistics, public administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education of the Council of Higher Education Accreditation (CHEA) or a foreign equivalent.

AND
  • Five (5) or more years of professional experience in healthcare informatics, analytics, business intelligence, and/or statistic

OR
  • Masters degree in healthcare, public health, social science, statistics, public administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education of the Council of Higher Education Accreditation (CHEA) or a foreign equivalent.

AND
  • Four (4) or more years of professional experience in healthcare informatics, analytics, business intelligence, and/or statistic

OR
  • PhD degree in healthcare, public health, social science, statistics, public administration or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education of the Council of Higher Education Accreditation (CHEA) or a foreign equivalent.

AND
  • Two (2) or more years of professional experience in healthcare informatics, analytics, business intelligence, and/or statistic

In addition to the above education and experience the below knowledge, skills, abilities and/or competencies are required:
  • Two (2) or more years of progressive leadership/supervisory experience
  • Two (2) or more years of experience using SQL
  • Strong analytical problem-solving skills
  • Excellent verbal and written communication skills
  • Ability to present complex ideas and information with detail appropriate to the target audience

  • Master's degree in healthcare, public health, statistics, public administration or related field
  • Three (3) years of professional experience in healthcare informatics, analytics, business intelligence or statistics
  • Experience in health care quality improvement practices
  • Experience in Microsoft SQL Server business intelligence tools or similar
  • Advanced training in multi-variate statistical methods and/or research design
  • Knowledge of Washington state and federal health care laws, standards, and practices

Telework Details

This position may be allocated for telework. If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.
